Impact Fee Voting Could Begin Tonight

The first votes on a final Marcellus Shale impact fee could take place tonight.
Drew Crompton, the chief-of-staff to Senate President Pro Tem Joe Scarnati, says the Senate will likely vote to set up a joint House-Senate conference committee later this afternoon. The panel, comprised of Republicans and Democrats from both chambers, could approve the legislation as early as tonight.
That would send the measure back to the House and Senate for final concurrence. The Senate would be able to hold a final vote late tonight, but House “sunshine” provisions would bar the lower chamber from holding a vote until later this week. Legislators are barred from offering amendments on conference committee-approved bills.
More details about the legislation will likely emerge in the coming hours, as Senate leaders brief members on the bill’s details in closed-door caucus meetings.
Crompton says the bill will likely be posted online shortly before the conference committee meets. As soon as the legislation becomes public, we’ll publish it on the StateImpact Pennsylvania website.
