Projects in the Pipeline for Lycoming, McKean and Elk Counties

Each week the state pub­lishes the Penn­syl­va­nia Bul­letin, which con­tains, among other things, pub­lic notice of appli­ca­tions to the Depart­ment of Envi­ron­men­tal Pro­tec­tion and the Depart­ment of Con­ser­va­tion and Nat­ural Resources. Warn­ing — this can be a tedious read. But it gives a glimpse into what may be com­ing to a neigh­bor­hood near you. This week, new pipeline projects are pro­posed by the Transcon­ti­nen­tal Gas Pipe LIne in Lycoming County and EOG Resources in McK­ean and Elk coun­ties. The notices give a descrip­tion of the impact. And the pub­lic has 30 days to comment. 

58–399-037: Williams Field Ser­vices Com­pany LLC

(1605 Coraopo­lis Heights Road, Moon Twp., PA 15108) to issue a Plan Approval for their facil­ity in Lenox Town– ship, Susque­hanna County.

In accor­dance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Depart­ment of Envi­ron­men­tal Pro­tec­tion (DEP) has received and intends to issue a Plan Approval to Williams Field Ser­vices Com­pany LLC (1605 Coraopo­lis Heights Road, Moon Twp., PA 15108) for their facil­ity located in Lenox Twp., Susque­hanna County. This Plan Approval No. 58–399-037 will be incor­po­rated into a Syn­thetic Minor Per­mit through an admin­is­tra­tive amend­ment at a later date.

Plan Approval No. 58–399-037 is for the con­struc­tion of a nat­ural gas com­pres­sor sta­tion at the Zink Com­pres­sor Sta­tion. The VOC emis­sions from the facil­ity will not equal or exceed 50 TPY, based on a 12-month rolling sum. The NOx emis­sions from the facil­ity will not equal or exceed 100 TPY, based on a 12-month rolling sum. Total PM, SOx, and CO emis­sions from the facil­ity will not equal or exceed 100 TPY, based on a 12-month rolling sum. The HAPs from the facil­ity must never equal or exceed 10 TPY of any sin­gle HAP and must never equal or exceed 25 TPY of all aggre­gated HAPs, based on a 12-month rolling sum. The Plan approval and Oper­at­ing Per­mit will include test­ing, mon­i­tor­ing, record keep­ing and report­ing require­ments designed to keep the sources oper­at­ing within all applic­a­ble air qual­ity requirements.

The facil­ity is sub­ject to NSPS Sub­part JJJJ and 25 Pa. Code § 127.12(a)(5) Best Avail­able Tech­nol­ogy (BAT) require­ments. The vis­i­ble emis­sion opac­ity shall not be equal to or greater than 20% at any time. The com­pany shall be sub­ject to and com­ply with 25 Pa. Code § 123.31 for mal­odor­ous emissions.

Emis­sions from the engines will meet BAT & NSPS Sub­part JJJJ require­ments. The Plan Approval and Oper– ating per­mit will con­tain addi­tional record­keep­ing and oper­at­ing restric­tions designed to keep the facil­ity operat– ing within all applic­a­ble air qual­ity requirements.

Copies of the appli­ca­tion, DEP’s analy­sis and other doc­u­ments used in the eval­u­a­tion of the appli­ca­tion are avail­able for pub­lic review dur­ing nor­mal busi­ness hours at Air Qual­ity Pro­gram, 2 Pub­lic Square, Wilkes-Barre, PA 18701–1915.

Any person(s) wish­ing to pro­vide DEP with addi­tional infor­ma­tion, which they believe should be con­sid­ered prior to the issuance of this per­mit, may sub­mit the infor­ma­tion to the address shown in the pre­ced­ing para– graph. Each writ­ten com­ment must con­tain the following:

A pub­lic hear­ing may be held, if the Depart­ment of Envi­ron­men­tal Pro­tec­tion, in its dis­cre­tion, decides that such a hear­ing is war­ranted based on the com­ments received. To con­struct, oper­ate and main­tain 2.22 miles of 42 inch diam­e­ter nat­ural gas pipeline within the West Branch of the Susque­hanna River water­shed (Warm Water Fish­ery). Con­struc­tion of the pipeline loop will require eight (8) water body cross­ings. The project is cen­tered approx­i­mately 1 mile south of the Vil­lage of Pic­ture Rocks in Lycoming County.
