Everybody&#39;s talking about pain at the pump.<\/p><\/div>\n<p>There\u2019s been lots of finger pointing over gasoline prices going up over the past few months. Some attribute the price jump to <a href=\"http:\/\/stateimpact.npr.org\/texas\/2012\/02\/24\/pain-at-the-pump-do-oil-speculators-need-reigning-in\/\">international instability<\/a>, others say oil speculators are <a href=\"http:\/\/finance.yahoo.com\/blogs\/daily-ticker\/oil-speculators-must-stopped-ctfc-needs-obey-law-182903332.html\">gaming the system<\/a>. Republican presidential hopefuls, not surprisingly, are <a href=\"http:\/\/abcnews.go.com\/blogs\/politics\/2012\/04\/campaigns-start-their-engines-with-dueling-messages-the-note\/\">blaming the President<\/a>.<\/p>\n<p>But have we seen this before?<\/p>\n<p>Today,\u00a0<a href=\"http:\/\/www.washingtonpost.com\/lifestyle\/travel\/gasoline-prices-rise-every-spring-as-refiners-switch-blends-and-perform-maintenance\/2012\/04\/09\/gIQAFemr5S_story.html\">an article<\/a> in the <em>Washington Post<\/em> cites an emerging trend: each year when spring rolls around, the price at the pump escalates. The <em>Post<\/em> cites a couple of reasons:<!--more--><\/p>\n<blockquote><p>\u201cDemand for gasoline tends to drop off in winter. That makes it the perfect time for refineries to get ready for summer, when the objective is to produce as much fuel as possible. The catch is that the refining industry\u2019s version of spring cleaning causes supplies to shrink and prices to rise.\u201d<\/p>\n<p>\u201cTo comply with the <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/epa\/\" target=\"_blank\">Clean Air Act<\/a> and limit smog, refiners have to make a special blend of gasoline that doesn\u2019t easily evaporate in the warm summer air. The fuel is 5 to 15 cents a gallon more expensive to make because of raw material costs.\u201d<\/p><\/blockquote>\n<p>Still, that pattern of springtime increases might not entirely account for the dramatic jumps we&#8217;ve seen this year. And many experts think this could just be the beginning. John Hoffmeister, former CEO of Shell Oil Company, said <a href=\"http:\/\/www.union.wisc.edu\/wud\/event.asp?event_id=23386\" target=\"_blank\">at a conference in February<\/a> gasoline would likely hit $5 a gallon due to global demand &#8212; and the U.S. needed to aggressively drill for more oil supplies.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There\u2019s been lots of finger pointing over gasoline prices going up over the past few months.
