He became the agency\u2019s executive director in 2008.<\/p>\n<p>Most recently, he <a href=\"..\/..\/..\/..\/..\/2011\/12\/21\/no-tax-break-for-valero\/\" target=\"_blank\">refused to approve ValeroEnergy Corporation\u2019s request for an environmental tax refund<\/a>. Valero asked for the money under a state law that says companies don\u2019t have to pay taxes on equipment that reduces on-site pollution.\u00a0Vickery explained the TCEQ\u2019s decision by citing that the company\u00a0\u201cdoes not demonstrate that [their] hydrotreating equipment provides a partial environmental benefit at the\u00a0site.\u201d<!--more--><\/p>\n<p>Vickery is known at the Commission for his knowledge of environmental issues that have become more and more relevant over the past decade.\u00a0\u201cMark\u2019s knowledge and experience on environmental matters is second to none,\u201d said TCEQ Chairman Bryan W. Shaw, Ph.D. \u201cWe\u2019ve relied on that experience for decades as Mark guided this agency through some of the most challenging environmental issues this state has ever faced.<\/p>\n<p>\u201cI\u2019m extremely grateful to have worked with so many dedicated employees at the TCEQ and its predecessor agencies on a wide range of environmental issues,\u201d Vickery announced today. \u201cTexas is a better place because of the tremendous work being done each and every day to vigorously protect the environment using sound science and common sense.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yana Skorobogatov, an intern at StateImpact Texas, researched and reported this article.
