Eleven crew members died, 17 more were injured while nearly 100 others narrowly escaped. <a href=\"http:\/\/www.bsee.gov\/Inspection-and-Enforcement\/Accidents-and-Incidents\/Listing-and-Status-of-Accident-Investigations\/\" target=\"_blank\">In the five years since<\/a>, the drilling industry says it has dramatically changed how it does business to make it safer.<\/p>\n<p>Charlie Williams, who spent 40 years at Shell where he was Chief Scientist of Well Engineering, is the man the industry has put in charge of what it calls the <a href=\"http:\/\/www.centerforoffshoresafety.org\/COS%202013%20Annual%20Performance%20Report.pdf\" target=\"_blank\">Center for Offshore Safety<\/a>, created after the tragedy and based in Houston.<\/p>\n<p>\u201cI think we are better and we\u2019re going to get continuously better. And the thing people have to realize is you never have zero risk. It can never be zero,\u201d Williams told News 88.7.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/w.soundcloud.com\/player\/?url=https%3A\/\/api.soundcloud.com\/tracks\/201150494&amp;color=ff5500&amp;auto_play=false&amp;hide_related=false&amp;show_comments=true&amp;show_user=true&amp;show_reposts=false\" height=\"166\" width=\"100%\" frameborder=\"no\" scrolling=\"no\"><\/iframe><!--more-->But what is the risk now? One industry that is all about assessing risk is the insurance business. We came across <a href=\"http:\/\/www.scor.com\/images\/stories\/pdf\/library\/newsletter\/pc_nl_macondo.pdf\" target=\"_blank\">a report done last year<\/a> by a Paris-based underwriter called SCOR. It concluded: \u201cIn all honesty, it is still difficult to know if there have been effective advances in offshore safety since the \u2026 accident\u2026\u201d<\/p>\n<p>\u201cI used to be a drilling engineer, so I used to work seven years offshore,\u201d Caroline Haquet wrote the report and spoke to us from Paris. Haquet said overall, she believes the drilling industry did learn from the accident and has made significant changes.<\/p>\n<div id=\"attachment_9064\"  class=\"wp-caption module image right\" style=\"max-width: 300px;\"><a class=\"fancybox\" title=\"\" href=\"http:\/\/stateimpact.npr.org\/texas\/files\/2012\/04\/98606636.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-9064\" alt=\"Eleven People Missing After Explosion At Offshore Drilling Rig\" src=\"http:\/\/stateimpact.npr.org\/texas\/files\/2012\/04\/98606636-300x225.jpg\" width=\"300\" height=\"225\" srcset=\"https:\/\/stateimpact.npr.org\/texas\/files\/2012\/04\/98606636-300x225.jpg 300w, https:\/\/stateimpact.npr.org\/texas\/files\/2012\/04\/98606636.jpg 594w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><p class=\"wp-media-credit\">Photo by U.S. Coast Guard via Getty Images<\/p><p class=\"wp-caption-text\"> <\/p><\/div>\n<p>\u201cThe biggest improvement I think is that operators now know how to respond in a faster and more efficient way,\u201d Haquet said.<\/p>\n<p>She\u2019s talking about how the drilling operators \u2014 big companies including BP, the majority owner of the well that blew out \u2014 have spent hundreds of millions of dollars on emergency equipment.The equipment is now staged along the Gulf Coast, ready to respond to a blow-out, contain the oil, and stop the flow. No such measures existed before the accident.<\/p>\n<p>And that\u2019s a big change says the industry\u2019s Charlie Williams.<\/p>\n<p>\u201cThis has all been tested, ready to go, maintained and staffed. So that is a fundamental difference and an important difference,\u201d said Williams.<\/p>\n<p>But the industry says it\u2019s also doing far more now to prevent such a catastrophe from ever happening in the first place.\u00a0 That\u2019s important because <a href=\"http:\/\/cybercemetery.unt.edu\/archive\/oilspill\/20121210200431\/http:\/www.oilspillcommission.gov\/final-report\" target=\"_blank\">a scathing report by a presidential commission<\/a> that investigated the blowout found that some contractors working on the Deepwater Horizon feared they\u2019d be punished if they spoke out about un-safe conditions.<\/p>\n<p>What\u2019s more, when investigators reviewed data from the drilling rig\u2019s computers, they were startled by some of the numbers. That\u2019s why some in the industry believe there is a way to prevent a similar catastrophe.<\/p>\n<p>It\u2019s called real time monitoring. Using a system that steals ideas from NASA\u2019s mission control, it allows drilling experts back at company headquarters to watch what a drilling crew is doing off shore and intervene if something doesn\u2019t look right.<\/p>\n<p>One advisor to that presidential commission, Richard Sears, told News 88.7 it could have made all the difference. But in April of 2010, he said only one big oil company was using real time monitoring and it wasn\u2019t BP.<\/p>\n<p>Now, several big drillers including BP have built real time monitoring centers in Houston. BP wouldn\u2019t talk to us on the record for this story but the company touts their center in a <a href=\"https:\/\/www.youtube.com\/watch?v=LLBTT7Mvk2Q\" target=\"_blank\">YouTube video<\/a>.<\/p>\n<p>The monitoring centers are the reason that big oil companies, government regulators, and scientists are meeting for a <a href=\"http:\/\/www8.nationalacademies.org\/cp\/meetingview.aspx?MeetingId=7735\" target=\"_blank\">two day workshop this week<\/a> in Houston.
