Photo by Daniel Reese for KUT News.<\/p><\/div>\n<p>Hydropower is the largest source of renewable energy in the U.S. (but, not surprisingly, not in <a href=\"http:\/\/www.window.state.tx.us\/finances\/captrade\/tx_energy_quickfacts.html\">Texas<\/a>). The state\u2019s online <a href=\"http:\/\/www.window.state.tx.us\/specialrpt\/energy\/renewable\/hydro.php\">Window on State Government calls it<\/a> \u201ca tiny portion of the state\u2019s electricity supply with little economic impact and limited prospects for expansion.\u201d<\/p>\n<p>However, Texas is actually a leader in clean energy development. Programs like state renewable portfolio standards and federal\u00a0<a href=\"http:\/\/www.dsireusa.org\/incentives\/incentive.cfm?Incentive_Code=US13F&amp;re=1&amp;ee=1\">tax credits<\/a> for renewable energies have encouraged the growth of wind and solar power generation, according to the EIA. Texas wind power saw <a href=\"http:\/\/www.nytimes.com\/2011\/08\/21\/us\/21ttenergy.html?_r=3&amp;adxnnl=1&amp;adxnnlx=1406826115-sZQZ2uj3CFrLe7UgpVqx8g\">tremendous growth<\/a> during that time. With the <a href=\"http:\/\/oilprice.com\/Alternative-Energy\/Wind-Power\/George-W.-Bush-The-Hero-of-US-Wind-Energy.html\">Texas Renewable Portfolio Standard<\/a> from 1999 and the state\u2019s Emerging Technology Fund from 2005, Texas energy demand met with wind power rose from one percent in 2001 to 10 percent in 2014.<\/p>\n<p>In <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/texas-solar-power\/\">solar<\/a> generation, <a href=\"http:\/\/www.dallasnews.com\/business\/energy\/20130527-despite-growth-texas-lags-far-behind-on-solar-energy.ece\">Texas is lagging<\/a> behind some other sunny Southwestern states, but progress is underway. The city of El Paso <a href=\"http:\/\/stateimpact.npr.org\/texas\/2014\/07\/09\/el-paso-may-become-the-first-texas-city-to-go-coal-free\/\">doubled its solar power<\/a> generation capacity in 2014 and will rely heavily on <a href=\"http:\/\/assets.fiercemarkets.com\/public\/sites\/energy\/reports\/southernmachoreport.pdf\">a massive new solar farm<\/a>\u00a0(even if it&#8217;s\u00a0in New Mexico). Austin and San Antonio have also <a href=\"http:\/\/www.texastribune.org\/2014\/04\/11\/report-san-antonio-ranks-6th-nationally-solar-ener\/\">become national frontrunners<\/a> in the use of solar energy.<\/p>\n<p>Perhaps the biggest boost for renewable energy in Texas was a recently completed <a href=\"http:\/\/www.texascrezprojects.com\/\">$7 billion project to connect wind farms<\/a> of West Texas and the Panhandle to big cities where the power is used. The project has <a href=\"http:\/\/www.eia.gov\/todayinenergy\/detail.cfm?id=16831#tabs_SpotPriceSlider-1\">opened huge energy markets<\/a>, which once relied on nearby power plants, to wind production hundreds of miles away.<\/p>\n<p>Hydropower came to Texas in the 1930\u2019s as part of President Roosevelt\u2019s New Deal economic stimulus. The Lower Colorado River Authority was initially created in 1935 as a quasi-public corporation that qualified to receive New Deal funding from the federal government <a href=\"http:\/\/www2.austin.cc.tx.us\/lpatrick\/his1693\/lcra.html\">to build six dams on the Colorado River<\/a> by 1941.
