Now, thanks to the federal government shutdown, it\u2019s doing even less.<\/p>\n<p>Senator Boxer, who is the chair of the <a href=\"http:\/\/en.wikipedia.org\/wiki\/United_States_Senate_Committee_on_Environment_and_Public_Works\">Senate Environment and Public Works Committee<\/a>, held a <a href=\"http:\/\/www.youtube.com\/watch?v=o6YzpM-uyac\">press conference<\/a> yesterday highlighting the impact of the shutdown on the Chemical Safety Board (CSB) and other agencies. The <a href=\"http:\/\/www.csb.gov\/\">CSB<\/a> is the agency leading the investigation into the West explosion. Thirty seven of its 41 employees have been furloughed because of the shutdown.<\/p>\n<p><!--more--><\/p>\n<p>The explosion at the West Fertilizer Company killed 15 people, injured at least 200 more, and damaged 350 homes. A fire in the plant caused its store of ammonium nitrate to explode, but authorities still don\u2019t know why the fire started. He has repaired the town by working with many of the agencies that are now shut down.<\/p>\n<p>\u201cI would love for them to come up with a definitive answer as to what caused that explosion,\u201d Muska said to KUT\u2019s Laura Rice. \u201cThey may never be able to come up with a definitive answer to that question, it may never be answered as far as what exactly caused the fire to start.&#8221;\u00ad<\/p>\n<p>The shutdown isn\u2019t just affecting ongoing investigations. According to CSB Chairman <a href=\"http:\/\/en.wikipedia.org\/wiki\/Rafael_Moure-Eraso\">Dr. Rafael Moure-Eraso<\/a>, it could also have grave consequences if another disaster were to occur.<\/p>\n<p>\u201cIf a major chemical accident were to happen in an American community tomorrow, we have no ability to respond. And so we all just hope and pray that the shutdown ends soon,\u201d Moure-Eraso said at a press conference with Senator Boxer.<\/p>\n<p>Meanwhile, plenty of ammonium nitrate is still being sold. Despite Senator Boxer and others\u2019 <a href=\"http:\/\/stateimpact.npr.org\/texas\/2013\/07\/09\/senator-calls-for-greater-oversight-of-fertilizer-plants\/\">calls for greater oversight<\/a> of the chemical, <em><a href=\"http:\/\/www.dallasnews.com\/investigations\/20131005-ammonium-nitrate-sold-by-ton-as-u.s.-regulation-is-stymied.ece\">The Dallas Morning News<\/a><\/em><a href=\"http:\/\/www.dallasnews.com\/investigations\/20131005-ammonium-nitrate-sold-by-ton-as-u.s.-regulation-is-stymied.ece\"> recently reported<\/a>\u00a0that regulation hasn\u2019t come quickly. According to that report, producers still sell around 1 million tons of ammonium nitrate per year at about $500 per ton.<\/p>\n<p>Muska went on to say that even though he\u2019s frustrated by the amount of time the investigation has taken, he\u2019s too busy rebuilding West to think about it.
