They tackle the Railroad Commission, fracking, drought and more. But they aren&#8217;t all serious, a House committee will discuss a slew of\u00a0honorifics as well.<\/p>\n<p>(The bills are not listed in any particular order, and the list isn\u2019t meant to be comprehensive.)<\/p>\n<p><strong>Railroad Commission Name Change and More\u00a0<\/strong><\/p>\n<p>The <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/railroad-commission-of-texas\/\">Texas Railroad Commission&#8217;s<\/a> misguiding name could change to the Texas Energy Resources Commission, if a bill, <a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/analysis\/pdf\/SB00212I.pdf#navpanes=0\">SB 212<\/a>\u00a0by <a href=\"http:\/\/www.nichols.senate.state.tx.us\">Sen. Robert Nichols<\/a>, R-Jacksonville, passes the legislature. The bill would also implement changes to the agency outlined in a 2011 Sunset review that didn&#8217;t pass\u00a0 last session, such as authorizing\u00a0the commission to impose a fee for permitting pipelines to help pay for safety programs. The\u00a0<a style=\"font-size: 14px; line-height: 21px; color: #003366; text-decoration: underline; outline: none;\" href=\"http:\/\/www.capitol.state.tx.us\/Committees\/MembershipCmte.aspx?LegSess=83R&amp;CmteCode=C580\">Senate Natural Resources Committee<\/a>\u00a0will discuss the bill\u00a0<a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/schedules\/html\/C5802013042309001.HTM\">Tuesday morning<\/a>.<\/p>\n<p><!--more--><\/p>\n<p><strong>Saltwater Pipelines for Fracking Fluid<\/strong><\/p>\n<p><a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/fracking\/\">Hydraulic Fracturing<\/a> uses a lot of water. It also produces a lot of waste water. A bill, <a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/analysis\/pdf\/SB00514I.pdf#navpanes=0\">SB 514<\/a> by <a href=\"http:\/\/www.davis.senate.state.tx.us\">Sen. Wendy Davis<\/a>, D-Fort Worth, could allow for the transport of used liquid by pipeline instead of by truck. The Railroad Commission would have oversight. \u00a0The\u00a0<a href=\"http:\/\/www.capitol.state.tx.us\/Committees\/MembershipCmte.aspx?LegSess=83R&amp;CmteCode=C580\">Senate Natural Resources Committee<\/a>\u00a0will discuss the bill\u00a0<a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/schedules\/html\/C5802013042309001.HTM\">Tuesday morning<\/a>.<\/p>\n<p><strong>Beach Closure for Space Flights<\/strong><\/p>\n<p>Sunbathing near a space flight launch could be dangerous. A bill, <a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/analysis\/pdf\/SB01574I.pdf#navpanes=0\">SB 1574<\/a> by <a href=\"http:\/\/www.senate.state.tx.us\/75r\/Senate\/members\/dist27\/dist27.htm\">Sen. Eddie Lucio<\/a>, D-Brownsville, would make sure the <a href=\"http:\/\/www.glo.texas.gov\">General Land Office<\/a> can temporarily close public beaches nearby a proposed South Texas space launch site.\u00a0The\u00a0<a href=\"http:\/\/www.capitol.state.tx.us\/Committees\/MembershipCmte.aspx?LegSess=83R&amp;CmteCode=C580\">Senate Natural Resources Committee<\/a>\u00a0will discuss the bill\u00a0<a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/schedules\/html\/C5802013042309001.HTM\">Tuesday morning<\/a>.<\/p>\n<p><strong>Changes to Environmental Flow Regulations<\/strong><\/p>\n<p>A bill, <a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/analysis\/pdf\/SB01894I.pdf#navpanes=0\">SB 1894<\/a> by<a href=\"http:\/\/www.fraser.senate.state.tx.us\"> Sen. Troy Fraser<\/a>, R-Horseshoe bay, could alter the way <a href=\"http:\/\/stateimpact.npr.org\/texas\/2013\/01\/16\/what-are-environmental-flows-and-how-does-texas-protect-them\/\">environmental flow<\/a> plans are reviewed. Environmental flows are the waters that must flow through Texas&#8217; rivers into the ocean to maintain a sound ecosystem.\u00a0The\u00a0<a href=\"http:\/\/www.capitol.state.tx.us\/Committees\/MembershipCmte.aspx?LegSess=83R&amp;CmteCode=C580\">Senate Natural Resources Committee<\/a>\u00a0will discuss the bill\u00a0<a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/schedules\/html\/C5802013042309001.HTM\">Tuesday morning<\/a>. Previously: <a href=\"http:\/\/stateimpact.npr.org\/texas\/2013\/01\/16\/what-are-environmental-flows-and-how-does-texas-protect-them\/\"><em>&#8220;What Are &#8216;Environmental Flows&#8217; and How Does Texas Protect Them?&#8221;<\/em><\/a><\/p>\n<p><strong>Customer Notification About Water Loss<\/strong><\/p>\n<p>If a public water utility loses more than 10 percent of its total water supply, the utility could have to notify customers on their billing statement according to a bill,<a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/fiscalnotes\/pdf\/HB01461I.pdf#navpanes=0\"> HB 1641<\/a> by <a href=\"http:\/\/www.texastribune.org\/directory\/jimmie-don-aycock\/\">Rep. Jimmie Aycock,<\/a> R-Killeen. The bill would also require public utilities to explain how the water was lost. The <a href=\"http:\/\/www.house.state.tx.us\/committees\/committee\/?committee=390\">House Natural Resources Committee<\/a> will discuss the legislation\u00a0<a href=\"http:\/\/www.legis.state.tx.us\/tlodocs\/83R\/schedules\/html\/C3902013042308001.htm\">Tuesday morning<\/a>.<\/p>\n<p><strong>Definition of Drought\u00a0<\/strong><\/p>\n<p>What exactly is &#8220;drought?&#8221; A bill, <a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/fiscalnotes\/pdf\/HB01776I.pdf#navpanes=0\">HB 1776<\/a> by Rep. Matt Schaefer, R-Tyler, would define drought in Texas as a level of dry weather considered &#8220;exceptional&#8221; or D4 on the\u00a0National Drought Mitigation Center&#8217;s\u00a0<a href=\"http:\/\/droughtmonitor.unl.edu\/classify.htm\">Drought Severity Classification scheme<\/a>.
