Find out when the lege will tackle new bills that could affect everything from the concrete casing on oil wells to space flights near the beach:<\/p>\n<p><strong>Disposal Well Fee<\/strong><\/p>\n<p>Oil and gas drillers could soon face an additional fee for <a href=\"http:\/\/stateimpact.npr.org\/texas\/2013\/03\/29\/fracking-disposal-wells-pose-challenges-in-texas\/\">disposing drilling waste<\/a>. A new bill, <a href=\"http:\/\/www.capitol.state.tx.us\/Search\/TextSearchResults.aspx?CP=1&amp;LegSess=83R&amp;House=true&amp;Senate=true&amp;TypeB=true&amp;TypeR=false&amp;TypeJR=true&amp;TypeCR=false&amp;VerInt=true&amp;VerHCR=true&amp;VerEng=true&amp;VerSCR=true&amp;VerEnr=true&amp;DocTypeB=true&amp;DocTypeFN=true&amp;DocTypeBA=true&amp;DocTypeAM=true&amp;Srch=custom&amp;Custom=HB+379&amp;All=&amp;Any=&amp;Exact=&amp;Exclude=\">HB 379<\/a>, by <a href=\"http:\/\/www.house.state.tx.us\/members\/member-page\/?district=90\">Rep. Lon Burnham<\/a>, D-Fort Worth, would assess a one-cent fee for each barrel of waste disposed into <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/injection-well\/\">commercial injection wells<\/a> permitted by the <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/railroad-commission-of-texas\/\">Texas Railroad Commission<\/a>. The money collected would go into the oil and gas regulation and cleanup fund. The <a href=\"http:\/\/www.house.state.tx.us\/committees\/committee\/?committee=250&amp;session=83\">House Energy Resources Committee<\/a> will discuss the bill <a href=\"http:\/\/www.legis.state.tx.us\/tlodocs\/83R\/schedules\/html\/C2502013040314001.htm\">Wednesday afternoon<\/a>.<\/p>\n<p><strong>Drilling Into the Saline Edwards Aquifer<\/strong><\/p>\n<p>There&#8217;s saltwater in parts of the <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/edwards-aquifer-authority\/\">Edwards Aquifer<\/a> and a new bill by Rep. <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/edwards-aquifer-authority\/\">Eddie Rodriguez<\/a>, D-Austin, could allow drillers to tap it. Parts of the saline aquifer sit beneath the <a href=\"http:\/\/www.bseacd.org\/\">Barton Springs-Edwards Aquifer Conservation District<\/a>. The <a href=\"http:\/\/www.house.state.tx.us\/committees\/committee\/?committee=390\">House Natural Resources Committee<\/a> will discuss the merits of <a href=\"http:\/\/www.capitol.state.tx.us\/Search\/TextSearchResults.aspx?CP=1&amp;LegSess=83R&amp;House=true&amp;Senate=true&amp;TypeB=true&amp;TypeR=false&amp;TypeJR=true&amp;TypeCR=false&amp;VerInt=true&amp;VerHCR=true&amp;VerEng=true&amp;VerSCR=true&amp;VerEnr=true&amp;DocTypeB=true&amp;DocTypeFN=true&amp;DocTypeBA=true&amp;DocTypeAM=true&amp;Srch=custom&amp;Custom=HB+340&amp;All=&amp;Any=&amp;Exact=&amp;Exclude=\">HB 340<\/a> on <a href=\"www.legis.state.tx.us\/tlodocs\/83R\/schedules\/html\/C3902013040208001.htm\">Tuesday morning<\/a>.<!--more--><\/p>\n<p><strong>Space Flight <\/strong><strong>Beach Closure<br \/>\n<\/strong><\/p>\n<p>Clear the beach for takeoff. A bill, <a href=\"http:\/\/www.capitol.state.tx.us\/Search\/TextSearchResults.aspx?CP=1&amp;LegSess=83R&amp;House=true&amp;Senate=true&amp;TypeB=true&amp;TypeR=false&amp;TypeJR=true&amp;TypeCR=false&amp;VerInt=true&amp;VerHCR=true&amp;VerEng=true&amp;VerSCR=true&amp;VerEnr=true&amp;DocTypeB=true&amp;DocTypeFN=true&amp;DocTypeBA=true&amp;DocTypeAM=true&amp;Srch=custom&amp;Custom=HB+2623&amp;All=&amp;Any=&amp;Exact=&amp;Exclude=\">HB 2623<\/a> by <a href=\"http:\/\/www.house.state.tx.us\/members\/member-page\/?district=37\">Rep. Rene Oliveira<\/a>, D-Brownsville, would give\u00a0 county officials the authority to temporarily close beaches near space flight launch sites on the Gulf Coast. The House <a href=\"http:\/\/www.house.state.tx.us\/committees\/committee\/?committee=360&amp;session=83\">Land and Resource Management Committee<\/a> will discuss the bill <a href=\"http:\/\/www.legis.state.tx.us\/tlodocs\/83R\/schedules\/html\/C3602013040114001.htm\">Monday afternoon.<\/a><\/p>\n<p><strong>Groundwater Permits<\/strong><strong> for Fracking <\/strong><\/p>\n<p>A new bill would allow groundwater conservation districts to require drillers to permit water wells for use in <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/fracking\/\">hydraulic fracturing, or fracking<\/a>, which would give Groundwater Conservation Districts more information on how much water is being used and remove an exemption from permitting for drillers. The <a href=\"http:\/\/www.senate.state.tx.us\/75r\/senate\/commit\/c580\/c580.htm\">Senate Natural Resources Committee<\/a> will discuss the bill, <a href=\"http:\/\/www.capitol.state.tx.us\/BillLookup\/History.aspx?LegSess=83R&amp;Bill=SB873\">SB 873<\/a>, by <a href=\"http:\/\/www.hegar.senate.state.tx.us\/\">Sen. Glenn Hegar<\/a>, R-Katy, at a meeting <a href=\"http:\/\/www.legis.state.tx.us\/tlodocs\/83R\/schedules\/html\/C5802013040209001.HTM\">Tuesday morning<\/a>, an attempt to clarify the state&#8217;s water code. An <a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/analysis\/pdf\/SB00873I.pdf#navpanes=0\">analysis<\/a> of the bill says many groundwater districts already require drillers to permit their water wells.<\/p>\n<p><strong>Fixing Broken Wells<\/strong><\/p>\n<p>A new bill could shore up rules for fixing problematic oil and gas wells. The bill, <a href=\"http:\/\/www.capitol.state.tx.us\/BillLookup\/History.aspx?LegSess=83R&amp;Bill=SB01249\">SB 1249<\/a> by <a href=\"http:\/\/www.carona.senate.state.tx.us\/\">Sen. John Carona<\/a>, R-Dallas, would speed up the process for fixing broken, abandoned or faulty wells that could cause environmental or property damage. The <a href=\"http:\/\/www.senate.state.tx.us\/75r\/senate\/commit\/c580\/c580.htm\">Senate Natural Resources Committee<\/a> will discuss the bill <a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/schedules\/html\/C5802013040209001.HTM\">Tuesday morning<\/a>.<\/p>\n<p><strong>Deer Breeding Permits<\/strong><\/p>\n<p>A new bill could provide Texas&#8217; deer breeders with a little more certainty when applying for breeding permits. The bill, <a href=\"http:\/\/www.capitol.state.tx.us\/BillLookup\/History.aspx?LegSess=83R&amp;Bill=HB01614\">HB 1614<\/a> by <a href=\"http:\/\/www.texastribune.org\/directory\/larry-phillips\/\">Rep. Larry Phillips<\/a>, R-Sherman, could clarify the permitting process and state more clearly who can be denied a deer breeding permit. The <a href=\"http:\/\/www.house.state.tx.us\/committees\/committee\/?committee=430&amp;session=81\">House Culture, Recreation and Tourism Committee<\/a> will discuss the bill <a href=\"http:\/\/www.capitol.state.tx.us\/tlodocs\/83R\/schedules\/html\/C4302013040314001.HTM\">Wednesday afternoon<\/a>.<\/p>\n<p><strong>Transferring Water and Wastewater Regulation Between Texas Agencies<\/strong><\/p>\n<p>A voluminous new bill could require the <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/tceq\/\">Texas Commission on Environmental Quality<\/a>, TCEQ, to transfer a mass of water and wastewater regulation responsibility to the <a href=\"http:\/\/stateimpact.npr.org\/texas\/tag\/public-utility-commission-of-texas\/\">Public Utility Commission<\/a>. The bill, <a href=\"http:\/\/www.capitol.state.tx.us\/Search\/TextSearchResults.aspx?CP=1&amp;LegSess=83R&amp;House=true&amp;Senate=true&amp;TypeB=true&amp;TypeR=false&amp;TypeJR=true&amp;TypeCR=false&amp;VerInt=true&amp;VerHCR=true&amp;VerEng=true&amp;VerSCR=true&amp;VerEnr=true&amp;DocTypeB=true&amp;DocTypeFN=true&amp;DocTypeBA=true&amp;DocTypeAM=true&amp;Srch=custom&amp;Custom=SB+567&amp;All=&amp;Any=&amp;Exact=&amp;Exclude=\">SB 567<\/a> by <a href=\"http:\/\/www.watson.senate.state.tx.us\/\">Sen. Kirk Watson,<\/a> D-Austin and <a href=\"http:\/\/www.nichols.senate.state.tx.us\/\">Sen.
