Anywhere.. At least, according to <a title=\"Bio\" href=\"http:\/\/www.puc.texas.gov\/agency\/about\/commissioners\/nelson\/Default.aspx\">Donna Nelson<\/a>. She&#8217;s chairman of the Texas Public Utility Commission.<\/p>\n<p>&#8220;It\u2019s arguably the most successful in the world,&#8221; Nelson told attendees at the <a title=\"IHS CeraWeek website\" href=\"http:\/\/ceraweek.com\/2013\/\">IHS energy conference <\/a>in Houston.<\/p>\n<p>Critics of the deregulated Texas power market would certainly challenge that assertion. And Nelson made the comment as part of a panel discussion that focused on a problem with the market: It might n<a title=\"SI on electricity outlook\" href=\"http:\/\/stateimpact.npr.org\/texas\/2012\/10\/23\/some-good-news-for-the-texas-grid-weve-got-a-few-more-years-until-things-get-dicey\/\">ot make enough electricity<\/a> to keep the lights and air conditioners running on the hottest days. Not enough new power plants have been built.<\/p>\n\n<p><!--more--><\/p>\n<p>The president of power generator <a title=\"Calpine website\" href=\"http:\/\/www.calpine.com\/index.asp\">Calpine<\/a>, Thad Hill, told the group that Texas needs to change to what&#8217;s called a &#8220;capacity market.&#8221;<\/p>\n<p>&#8220;We&#8217;re very much advocating for a capacity market as the needed change in Texas. What a capacity market does is pays (power companies) to make sure you have generation that is available,&#8221; said Hill.<\/p>\n<p>In a capacity market, customers would pay fees that would go towards the building of new power plants. Texas currently has an &#8220;energy-only&#8221; market that relies on the price of electricity to encourage companies to build more generation. But she wouldn&#8217;t say if she&#8217;s for it.<\/p>\n<p>&#8220;I&#8217;m not at the position yet where I&#8217;m going to advocate one way or another, honestly.
