Destroyed is another.<\/p>\n<p>&#8220;With all the traffic, it&#8217;s destroying our roads. Some are already completely destroyed,&#8221; says Frio County Judge\u00a0Carlos Garcia in South Texas. It&#8217;s in the heart of the Eagle Ford Shale formation, where oil production from hydraulic fracturing, or &#8220;fracking,&#8221;\u00a0in nearby Karnes County now leads the state.<\/p>\n<p><!--more--><\/p>\n<p>But roads and bridges in the region are being worn out and damaged by thousands of trucks hauling sand, water, chemicals and equipment to do the fracking, the process that is revolutionizing the industry in Texas and other oil and gas states.<\/p>\n<p>Earlier this year, the Texas Highway Patrol <a title=\"Texas Highway Patrol presentation\" href=\"http:\/\/ftp.dot.state.tx.us\/pub\/txdot-info\/energy\/091912\/dps_eagle_ford.pdf\">set up an inspection station in Dimmit County<\/a>. It found that of 215 trucks inspected, 69 percent had equipment or driver safety violations serious enough to put the trucks out-of-service. The <a title=\"UT CTR homepage\" href=\"http:\/\/www.utexas.edu\/research\/ctr\/\">University of Texas Center for Transportation Research<\/a> now has a study due out later this month that will be reviewed by <a title=\"Commission homepage\" href=\"http:\/\/www.txdot.gov\/inside-txdot\/administration\/commission.html\">Texas Transportation Commission<\/a> then forwarded to the legislature. Known as the Rider 36 Study, its aim is to help determine how to modify the fee structure for operating overweight trucks.<\/p>\n<p>Fees per truck can vary widely, based on weight, width of the load, and route traveled.<\/p>\n<p>&#8220;Some are going to be as simple as a couple hundred bucks, and some will be as expensive as thousands of dollars,&#8221; says John Esparza, president of the <a title=\"TMTA website\" href=\"http:\/\/www.tmta.com\/\">Texas Motor Transportation Association<\/a>, a trucking industry group.<\/p>\n<div id=\"attachment_20641\"  class=\"wp-caption module image left\" style=\"max-width: 300px;\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-20641\" title=\"TXDOT inspection\" src=\"http:\/\/stateimpact.npr.org\/texas\/files\/2012\/11\/TXDOT-inspection-300x224.jpg\" alt=\"\" width=\"300\" height=\"224\" srcset=\"https:\/\/stateimpact.npr.org\/texas\/files\/2012\/11\/TXDOT-inspection-300x224.jpg 300w, https:\/\/stateimpact.npr.org\/texas\/files\/2012\/11\/TXDOT-inspection-620x463.jpg 620w, https:\/\/stateimpact.npr.org\/texas\/files\/2012\/11\/TXDOT-inspection.jpg 1466w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><p class=\"wp-media-credit\">TxDOT<\/p><p class=\"wp-caption-text\">New inspection station in Eagle Ford region<\/p><\/div>\n<p>Truckers paid nearly $147 million in overweight permit fees in the past year, a big increase from the $98 million paid just five years, ago <a title=\"State report\" href=\"http:\/\/ftp.txdmv.gov\/pub\/txdot-info\/mcd\/statistics\/fY2012permitfees.pdf\">according to state data<\/a>.
