Alberta Premier Alison Redford toured Washington D.C. expressing confidence in the project, and the group that&#8217;s building the pipeline announced plans to find an alternate route through Nebraska.<\/p>\n<p><strong><\/strong>But on the Gulf Coast of Texas, there was a sound that may be even louder than the media din<strong>: <\/strong>the sound of a pile driving hammer, slamming 85 foot concrete pilings into the earth.<!--more--><\/p>\n<div class=\"related-content alignleft\"><h4 class=\"related-header\">Related<\/h4><div class=\"links\"><h5>Posts<\/h5><ul><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/texas\/2011\/11\/11\/does-the-keystone-pipeline-delay-actually-hurt-green-energy\/\">Does the Keystone Pipeline Delay Actually Hurt Green Energy?<\/a><\/li><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/texas\/2011\/11\/10\/keystone-pipeline-officially-delayed\/\">Keystone Pipeline Officially Delayed<\/a><\/li><\/ul><\/div><div class=\"topics\"><h5>Topics<\/h5><p class=\"topic\"><img class=\"alignleft\" src=\"http:\/\/stateimpact.npr.org\/texas\/files\/2011\/11\/131643233-60x60.jpg\" height=\"60\" width=\"60\" \/><a href=\"http:\/\/stateimpact.npr.org\/texas\/topic\/keystone-xl-pipeline\/\">What is the Keystone XL Pipeline?<\/a><\/p><p class=\"topic\"><img class=\"alignleft\" src=\"http:\/\/stateimpact.npr.org\/texas\/files\/2011\/08\/Nature1-60x60.jpg\" height=\"60\" width=\"60\" \/><a href=\"http:\/\/stateimpact.npr.org\/texas\/topic\/environmental-defense-fund\/\">What Is The Environmental Defense Fund?<\/a><\/p><\/div><\/div>\n<p>It&#8217;s part of construction for a new 1,116 acre port called GT OmniPort, with ship, rail, pipeline and truck access to handle an expected increase in oil flowing through the city.That oil could come from a domestic drilling as well as Canada.<\/p>\n<p>Despite the Keystone XL delay, construction will continue at GT OmniPort.<\/p>\n<p>Bart Owens, the general manager of GT Logistics, is overseeing construction.\u00a0 To explain why he thinks the port is a winning investment he points to the horizon.<\/p>\n<p>&#8220;If you look over to the southeast you see Valero\u2019s Port Arthur Facility, about seven miles to the East of here is Totals Port Arthur Facility, so there\u2019s a lot of refining capacity, up to the north about 12 miles is Exxon Mobile.\u201d<\/p>\n<p>Owens says there\u2019s refining in Texas and oil from Canada that will need refining.<\/p>\n<p><strong>Does Delay Make a Difference?<\/strong><\/p>\n<p>Environmentalists welcome the delay.<\/p>\n<p>&#8220;I think if you look at the route, and look at it closely. There may be a time when you say. Not with oil at prices we\u2019re likely to see at 80 to 100 dollars a barrel. This is quite economic, that\u2019s why it\u2019s likely to move forward,&#8221; said William Fisher, a professor at the Jackson School of Geo Science, at UT Austin.<\/p>\n<p>Fisher adds that tar sands oil is of the dirty, heavy hard-to refine variety. That\u2019s one of the reasons it\u2019s disliked so much by environmental groups. But it\u2019s also exactly the kind of oil Texas is good at refining. Texas refineries processed heavy Mexican and Venezuelan oil. But, recently, those supplies began dwindling.<\/p>\n<p>&#8220;With those going down, the Canadians would match up very nicely with that refining capacity for heavy oil,&#8221; said Fisher.<\/p>\n<p><strong>Pipeline Politics<\/strong><\/p>\n<p>In the U.S. oil is more than big business, there are politics involved. The president has been accused of punting in an election season&#8211; Canada is threatening to sell its crude to China. \u00a0Fisher worked with\u00a0 both the Ford and Reagan administrations.<\/p>\n<div id=\"attachment_2037\"  class=\"wp-caption module image right\" style=\"max-width: 300px;\"><a class=\"fancybox\" title=\"William Fisher teaches at UT's Jackson School of Geosciences. Photo by Mose Buchele.<\/p><\/div>\n<p>Politics play heavily in a lot of deals, particularly when there is some controversy here,&#8221; said fisher.<strong><br \/>\n<\/strong><\/p>\n<p>That&#8217;s why the Environmental Defense Funds Marston says he&#8217;s not breaking out the champagne.<\/p>\n<p>\u201cI\u2019m not jumpin\u2019 up and down and high fiving anybody. I think it\u2019s the administration responding to a lot of technical objections,&#8221; said Marston.<strong> <\/strong><\/p>\n<p><strong>Even on a Mule<br \/>\n<\/strong><\/p>\n<p>Ironically, the delay may end up meaning the most to oil companies competing with the Keystone XL pipeline.\u00a0 Just this week Canadian pipeline company Enbridge announced its plan to use existing lines to bring crude into Texas. Photo by Mose Buchele.<\/p><\/div>\n<p>\u201cThey\u2019re gonna bring crude oil to Port Arthur no matter how they get it here,&#8221; Owens said. &#8220;It could be on a 400,000 barrel ship,\u00a0 it could come by unit train. Or, if they had to, they could probably pull it by mule on a cart.
