{"id":15372,"date":"2012-07-23T13:08:46","date_gmt":"2012-07-23T18:08:46","guid":{"rendered":"http:\/\/stateimpact.npr.org\/texas\/?p=15372"},"modified":"2012-07-24T17:17:08","modified_gmt":"2012-07-24T22:17:08","slug":"fracking-company-paid-texas-professor-behind-water-contamination-study","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/texas\/2012\/07\/23\/fracking-company-paid-texas-professor-behind-water-contamination-study\/","title":{"rendered":"Fracking Company Paid Texas Professor Behind Water Contamination Study"},"content":{"rendered":"<div id=\"attachment_15378\"  class=\"wp-caption module image right\" style=\"max-width: 120px;\"><a href=\"http:\/\/stateimpact.npr.org\/texas\/2012\/07\/23\/fracking-company-paid-texas-professor-behind-water-contamination-study\/groat\/\" rel=\"attachment wp-att-15378\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-15378\" title=\"groat\" src=\"http:\/\/stateimpact.npr.org\/texas\/files\/2012\/07\/groat.jpeg\" alt=\"\" width=\"120\" height=\"158\" \/><\/a><p class=\"wp-media-credit\">Photo courtesy of the University of Texas at Austin<\/p><p class=\"wp-caption-text\">Dr. Charles &quot;Chip&quot; Groat, who led a study on fracking and groundwater contamination, didn&#39;t disclose over a million dollars in compensation and stock from a drilling company.<\/p><\/div>\n<p>Earlier this year, a study led by<a href=\"http:\/\/www.utexas.edu\/lbj\/directory\/faculty\/charles-groat\"> Dr. Charles &#8220;Chip&#8221; Groat<\/a>\u00a0for the <a href=\"http:\/\/energy.utexas.edu\/\">Energy Institute<\/a> at the University of Texas at Austin made headlines for saying there was <a href=\"http:\/\/stateimpact.npr.org\/texas\/2012\/02\/17\/reading-beyond-the-headlines-fracking-and-water-contamination\/\">no link between fracking and groundwater contamination<\/a>. (When we <a href=\"http:\/\/stateimpact.npr.org\/texas\/2012\/02\/17\/reading-beyond-the-headlines-fracking-and-water-contamination\/\">reported on the study in February<\/a>, we noted that the study also found some serious issues around the safety and regulation of fracking that weren&#8217;t getting much press coverage.)<\/p>\n<p>But according to a <a href=\"http:\/\/public-accountability.org\/\">new report<\/a>\u00a0out today by the <a href=\"http:\/\/public-accountability.org\/\">Public Accountablitiy Initiative<\/a> (PAI), a nonprofit watchdog group, the conclusions in Groat&#8217;s report aren&#8217;t as clear cut as initially reported. And Groat himself did not disclose significant financial ties to the fracking industry.<\/p>\n<p>Groat, a former Director of the U.S. Geological Survey and professor at the Jackson School of Geosciences at the University of Texas at Austin, also sits on the board of <a href=\"http:\/\/www.pxp.com\/\">Plains Exploration and Production Company<\/a>, a Houston-based company that conducts drilling and fracking in Texas and other parts of the country. According to the new report (and a review of the <a href=\"http:\/\/www.bloomberg.com\/news\/2012-07-23\/frackers-fund-university-research-that-proves-their-case.html\">company&#8217;s financial reports by <em>Bloomberg<\/em><\/a>)\u00a0Groat received more than $400,000 from the drilling company last year alone, more than double his salary at the University. And one of the shales examined in Groat&#8217;s fracking study is currently being drilled by the company, the report says.<\/p>\n<p>Since 2007, Groat has received over $1.5 million in cash and stock awards from the company, and he currently holds over $1.6 million in company stock, according to the PAI report. (<em>Update:<\/em> we clarified with PAI, and that $1.6 million in stock comes from the stock awards over the years. While the report&#8217;s release was promoted heavily by the University of Texas at Austin, PAI alleges that &#8220;two of the report&#8217;s main sections are marked as rough drafts.&#8221; It also alleges that the study used &#8220;industry-friendly&#8221; language, made claims of peer review that don&#8217;t appear to be substantiated, and that the report&#8217;s findings had an &#8220;extreme disconnect&#8221; with what was in the press release accompanying the study.<\/p>\n<p>And while Groat made a big claim that the study was independent of industry or\u00a0environmental\u00a0interests, saying that it was &#8220;completely funded by the university,&#8221; the discovery of Groat&#8217;s significant financial ties to drilling undercuts that. His stake in Plains Exploration and Production wasn&#8217;t disclosed in the Energy Institute&#8217;s fracking study, Public Accountability Initiative says, nor was it &#8220;on the Institute&#8217;s website, or in the various presentations Groat gave on the study.&#8221; And it&#8217;s not on his <a href=\"http:\/\/www.jsg.utexas.edu\/wp-content\/themes\/motion\/files\/cv\/researcher_1015_groat_vita.pdf\">three-page resume<\/a> at the University of Texas website, either, though PAI notes that may be because it&#8217;s out of date.<\/p>\n<p>And <em>Bloomberg<\/em><a href=\"http:\/\/www.bloomberg.com\/news\/2012-07-23\/frackers-fund-university-research-that-proves-their-case.html\"> reports<\/a> that Groat&#8217;s boss at the Energy Institute, Ray Orbach, was unaware of Groat&#8217;s ties to the company. He only learned about it when Bloomberg asked him about it, and agreed that it was an issue.\u00a0\u201cTo be honest, we had no idea,\u201d Orbach told the news site. \u201cIn the future we should have an asterisk or something that would indicate his presence on the board.\u201d\u00a0He later emailed <em>Bloomberg<\/em> to say that \u201cwhile I believe this should have been disclosed when the study was released, I do not believe his service on the board had any impact at all on the findings.\u201d<\/p>\n<p>The study was Groat&#8217;s idea, <em>Bloomberg<\/em> says, &#8220;to help state regulators manage shale gas issues,&#8221; and he chose the researchers himself.<\/p>\n<p>And what is Groat&#8217;s\u00a0response\u00a0to all of this?<\/p>\n<div id=\"attachment_956\"  class=\"wp-caption module image right\" style=\"max-width: 199px;\"><a href=\"http:\/\/stateimpact.npr.org\/texas\/2011\/11\/01\/hungry-for-electricity-mexico-considers-border-fracking\/hydraulic-frackingbarnettshaledrilling-2\/\" rel=\"attachment wp-att-956\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-956\" title=\"Hydraulic Fracking \" src=\"http:\/\/stateimpact.npr.org\/texas\/files\/2011\/11\/Hydraulic-FrackingBarnettShaleDrilling-e1320158260740-199x300.jpg\" alt=\"\" width=\"199\" height=\"300\" srcset=\"https:\/\/stateimpact.npr.org\/texas\/files\/2011\/11\/Hydraulic-FrackingBarnettShaleDrilling-e1320158260740-199x300.jpg 199w, https:\/\/stateimpact.npr.org\/texas\/files\/2011\/11\/Hydraulic-FrackingBarnettShaleDrilling-e1320158260740-620x932.jpg 620w, https:\/\/stateimpact.npr.org\/texas\/files\/2011\/11\/Hydraulic-FrackingBarnettShaleDrilling-e1320158260740.jpg 1872w\" sizes=\"(max-width: 199px) 100vw, 199px\" \/><\/a><p class=\"wp-media-credit\">Photo by KUT News<\/p><p class=\"wp-caption-text\">This rig uses hydraulic fracturing to obtain gas from Texas&#39; Barnett Shale formation.<\/p><\/div>\n<p>\u201cThe study results were determined by the individual investigators,\u201d Groat said <a href=\"http:\/\/www.bloomberg.com\/news\/2012-07-23\/frackers-fund-university-research-that-proves-their-case.html\">in an e-mail to <em>Bloomberg<\/em><\/a>. \u201cI made no modifications or alterations of their findings, some of which were not particularly pleasing to the shale-gas industry. Disclosing my Plains board position would not have served any meaningful purpose relevant to this study.\u201d<\/p>\n<p>(StateImpact Texas has reached out to Groat, his director at the Energy Institute, Ray Orbach, and a fellow author of the original fracking study, Ian Duncan. You can <a href=\"http:\/\/wp.me\/p1ODOS-41U\">read our new report here<\/a>.<\/p>\n<p>The report also notes that of the sixteen members of the Energy\u00a0Institute&#8217;s\u00a0advisory\u00a0board, thirteen have &#8220;strong ties to the oil and gas industry,&#8221; and that the\u00a0Institute\u00a0recently received $1.5 million from ConocoPhillips to support a case study of fracking in the Barnett Shale in Fort Worth, Texas.<\/p>\n<p>And this spring the University announced several donations from the oil and gas industry: $1.19 million from ExxonMobil given to the University; $6 million from oil and gas man Jon Brumley; and $1.7 million from oilfield services company Baker Hughes for drilling technology.<\/p>\n<p>This isn&#8217;t the first time that academic studies of drilling have been called into question because of industry ties.
