But in many ways the crisis just underlined a scarcity already looming in the state. Most people in Texas live in urban areas, yet most of the water still goes to rural agriculture.<\/p>\n<p><a href=\"http:\/\/stateimpact.npr.org\/texas\/2012\/06\/18\/coming-friday-a-special-report-on-the-drought\/waterpanel-kutad\/\" rel=\"attachment wp-att-12808\"><img decoding=\"async\" loading=\"lazy\" class=\"alignright size-medium wp-image-12808\" title=\"WaterPanel-KUTad\" src=\"http:\/\/stateimpact.npr.org\/texas\/files\/2012\/06\/WaterPanel-KUTad-300x216.jpg\" alt=\"\" width=\"300\" height=\"216\" srcset=\"https:\/\/stateimpact.npr.org\/texas\/files\/2012\/06\/WaterPanel-KUTad-300x216.jpg 300w, https:\/\/stateimpact.npr.org\/texas\/files\/2012\/06\/WaterPanel-KUTad-620x446.jpg 620w, https:\/\/stateimpact.npr.org\/texas\/files\/2012\/06\/WaterPanel-KUTad.jpeg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Where will the state find the water to sustain its booming urban population? Many believe some of it will have to come from agriculture, where farmers and ranchers will have to cut back. Others stress conservation. And some think that Texans should be investing in major infrastructure projects to develop new water supplies, like desalination.<\/p>\n<p>Today we take a look at where the city of Austin fits into all of this. During roughly the same time frame that Texans endured the worst single-year drought in the state&#8217;s history, Austin was the <a href=\"http:\/\/www.census.gov\/newsroom\/releases\/archives\/population\/cb12-55.html\">second fastest-growing<\/a> city in the U.S.<\/p>\n<p><!--more--><\/p>\n<p>Like many Texas cities (three of which made the census top ten list for population increase last year) Austin ramped up its conservation during the drought. It strictly limited outdoor watering and other major water-drains, and it fought at the state level what it viewed as threats to its water rights.<\/p>\n<p>At the same time, the city undertook a controversial new water treatment plant project to meet its growing needs, needs that some groups said could be answered with more conservation.<\/p>\n<p>Finally, the city <a href=\"http:\/\/stateimpact.npr.org\/texas\/2012\/02\/20\/lcra-set-to-get-and-earful-on-water-management-plan\/\">fought for changes <\/a>in how water rights along the Colorado River are managed.
