In the second and third part of the series, Uhler and fellow KUT-er Danny Guerra report on why they don&#8217;t have water, <a href=\"http:\/\/kut.org\/2012\/05\/water-promised-was-not-delivered\/\">broken promises<\/a> to them about supplying it, and how the community is<a href=\"http:\/\/kut.org\/2012\/05\/a-glimmer-of-hope-for-dry-neighborhood\/\">\u00a0now banding together to secure it<\/a>.<\/p>\n<p>Guerra writes:<\/p>\n<blockquote><p>&#8220;When families moved into the Las Lomitas subdivision back in 2002, they had no idea they\u2019d live without running water for 10 years.<\/p>\n<p>\u201cI\u2019ve seen houses get built two miles down the road, they have everything,\u201d said Las Lomitas resident Victor Soto. \u201cHere we are, we\u2019ve been here a lot longer than that and we still can\u2019t water. I don\u2019t know, I didn\u2019t think it would be such a big deal, but it is.\u201d<\/p>\n<p>Las Lomitas started out as 150 acres of unincorporated land just north of Creedmoor. The land developer, Hank Peavler, split the land into 10-acre parcels and put them up for sale. But the law didn\u2019t require him to run water lines into the neighborhood.&#8221;<\/p><\/blockquote>\n\n<p>And Uhler says that there&#8217;s hope that water could be coming to Las Lomitas soon.<!--more--><\/p>\n<p>He writes:<\/p>\n<blockquote><p>&#8220;Las Lomitas residents have decided to take legal action to solve their water problem. Frances Leos Martinez is with the nonprofit legal aid group\u00a0<a href=\"http:\/\/texascbar.org\/\">Community Building with Community Resources<\/a>.<\/p>\n<p>\u201cOur hope and our goal is to identify sources of funding so that the families don\u2019t have to bear the cost of it,\u201d Martinez said. \u201cOur goal is to bring down the cost as much as possible.\u201d<\/p>\n<p>They\u2019ve zeroed in on a federally funded grant program called a\u00a0<a href=\"http:\/\/portal.hud.gov\/hudportal\/HUD?src=\/program_offices\/comm_planning\/communitydevelopment\/programs\">community development block grant<\/a>, or CDBG. They submitted the first round of paperwork in March.
