Kevin Stitt and Oklahoma lawmakers during the 2022 legislative session.<\/span><\/p><p><span style=\"font-weight: 400;\">He spent a significant amount of time talking about the subject in his <\/span><a href=\"https:\/\/www.kosu.org\/politics\/2022-02-07\/oklahoma-gov-stitt-focuses-on-mcgirt-school-choice-tax-cuts-in-2022-state-of-the-state-address\"><span style=\"font-weight: 400;\">State of the State Address<\/span><\/a><span style=\"font-weight: 400;\">, Monday.<\/span><\/p><p><span style=\"font-weight: 400;\">Lawmakers have made it clear that they\u2019ll continue to have education front and center.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Oklahoma\u2019s Senate Education Committee has already met and advanced a dozen bills forward, including one <\/span><a href=\"https:\/\/tulsaworld.com\/news\/state-and-regional\/govt-and-politics\/committee-passes-bill-for-12-weeks-paid-maternity-leave-for-teachers\/article_6a08d24e-890e-11ec-a811-33770f424a9f.html?utm_medium=social&utm_source=twitter&utm_campaign=user-share\"><span style=\"font-weight: 400;\">to give teachers 12 weeks of maternity leave<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p><p><span style=\"font-weight: 400;\">Last session, Republican leaders dubbed 2021 the year of Oklahoma\u2019s education <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=3StT000DRHQ\"><span style=\"font-weight: 400;\">turnaround<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">The jury is still out on if Oklahoma&#8217;s education system is truly turned around.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">But a few policy changes making it easier for students to transfer, expanding publicly funded private school scholarships and funding tweaks were signed into law. Similar measures will be front and center this year, too. His Secretary of State even tweeted out a video of students from an Oklahoma City Christian high school <\/span><a href=\"https:\/\/twitter.com\/sec_walters\/status\/1491461873098805250\"><span style=\"font-weight: 400;\">parroting one of the lines<\/span><\/a><span style=\"font-weight: 400;\"> from his address that in Oklahoma \u201cwe fund students not systems.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">Senate Pro Tem Greg Treat has introduced <\/span><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=SB1647&Session=2200\"><span style=\"font-weight: 400;\">SB 1647<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; or the Oklahoma Empowerment Act &#8211; to expand K-12 scholarship opportunities. The measure would give more than $3,000 to students to spend on an array of educational programs, including private school scholarships.<\/span><\/p><p>A wide array of people, from Stitt, to local school choice advocates to former Florida Gov. Jeb Bush, have thrown their support behind the measure. Notably absent in endorsing it though, was House Speaker Charles McCall, who sent out <a href=\"https:\/\/twitter.com\/RobbyKorth\/status\/1490785472473452547\" target=\"_blank\" rel=\"noopener\">a statement Monday<\/a> heaping praise on seemingly every one of Stitt\u2019s policy priorities besides the school choice measure and limiting the effects of the Supreme Court\u2019s <a href=\"https:\/\/www.kosu.org\/local-news\/2022-01-07\/the-key-developments-of-the-landmark-mcgirt-v-oklahoma-case\" target=\"_blank\" rel=\"noopener\">McGirt<\/a> ruling. He <a href=\"https:\/\/twitter.com\/NuriaMKeel\/status\/1491880519134584833\">told reporters<\/a> Thursday afternoon that he doesn\u2019t expect SB 1647 to be heard in the House if it makes it through the Senate.<\/p><p><span style=\"font-weight: 400;\">Champions for the bill say these reforms give power to parents to make educational decisions for their kids. Critics say they&#8217;re just a further effort to weaken the public school system.<\/span><\/p><p><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=sb1403&Session=2200\"><span style=\"font-weight: 400;\">SB 1403<\/span><\/a><span style=\"font-weight: 400;\"> introduced by Sen. Julie Daniels, R-Bartlesville, would allow homeschooled and private school students to enroll in public schools on a part-time basis.<\/span><\/p>\n<div id=\"attachment_34568\"  class=\"wp-caption module image aligncenter\" style=\"max-width: 672px;\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-34568\" src=\"https:\/\/stateimpact.npr.org\/oklahoma\/files\/2022\/02\/IMG_6481-2-672x366.jpg\" alt=\"School library\" width=\"672\" height=\"366\" srcset=\"https:\/\/stateimpact.npr.org\/oklahoma\/files\/2022\/02\/IMG_6481-2-672x366.jpg 672w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2022\/02\/IMG_6481-2-1920x1046.jpg 1920w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2022\/02\/IMG_6481-2-768x418.jpg 768w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2022\/02\/IMG_6481-2-1536x837.jpg 1536w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2022\/02\/IMG_6481-2-2048x1116.jpg 2048w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2022\/02\/IMG_6481-2-150x82.jpg 150w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2022\/02\/IMG_6481-2-300x163.jpg 300w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2022\/02\/IMG_6481-2-620x338.jpg 620w\" sizes=\"(max-width: 672px) 100vw, 672px\" \/><\/p>\n<p class=\"wp-media-credit\">Robby Korth \/ StateImpact Oklahoma<\/p>\n<p class=\"wp-caption-text\">The library at Cherokee Elementary School in Tahlequah.<\/p>\n<\/div>\n<h3><b>Curriculum content<\/b><\/h3><p><span style=\"font-weight: 400;\">Last year, one of the most hotly debated bills was <\/span><a href=\"https:\/\/stateimpact.npr.org\/oklahoma\/2021\/07\/08\/what-oklahoma-teachers-need-to-know-about-the-states-so-called-critical-race-theory-ban\/\"><span style=\"font-weight: 400;\">HB 1775<\/span><\/a><span style=\"font-weight: 400;\">, which was the so-called Critical Race Theory ban that didn\u2019t actually mention CRT.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Currently, the state is being <\/span><a href=\"https:\/\/stateimpact.npr.org\/oklahoma\/2021\/10\/21\/aclu-lawyer-discusses-challenge-to-oklahomas-critical-race-theory-ban\/\"><span style=\"font-weight: 400;\">sued by the ACLU<\/span><\/a><span style=\"font-weight: 400;\"> over the bill and received two <\/span><a href=\"https:\/\/www.kosu.org\/education\/2022-01-17\/oklahoma-received-only-two-unfounded-allegations-of-violations-of-critical-race-theory-ban-law\"><span style=\"font-weight: 400;\">unfounded complaints<\/span><\/a><span style=\"font-weight: 400;\"> about CRT last fall.<\/span><\/p><p><span style=\"font-weight: 400;\">Many bills introduced this session impact curriculum content both in Oklahoma and <\/span><a href=\"https:\/\/www.axios.com\/black-history-month-critical-race-theory-2e021dfb-8604-4d23-8a11-36069c93dde9.html\"><span style=\"font-weight: 400;\">across the country<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p><p><span style=\"font-weight: 400;\">It\u2019s unclear how many actually have a chance, but they\u2019re certain to get the attention of journalists and activists.<\/span><\/p><p><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=SB1141&Session=2200\"><span style=\"font-weight: 400;\">SB 1141<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=SB1142&Session=2200\"><span style=\"font-weight: 400;\">SB 1142<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; authored by Sen. Rob Standridge, R-Norman &#8211; ban diversity training at colleges and universities and ban a portion of LGBTQ content from school libraries.<\/span><\/p><p><span style=\"font-weight: 400;\">Durant Republican Sen. David Bullard\u2019s <\/span><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=SB1125&Session=2200\"><span style=\"font-weight: 400;\">SB 1125<\/span><\/a><span style=\"font-weight: 400;\"> would require schools to put all professional development training they give to teachers on their websites.<\/span><\/p><p><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB2988&Session=2200\"><span style=\"font-weight: 400;\">HB 2988<\/span><\/a><span style=\"font-weight: 400;\"> by Rep. Adam Pugh, would create a statewide Charter School Board and take away sponsoring authority from local districts around the state as well as universities, and the Statewide Virtual Charter School Board and State Board of Education.<\/span><\/p><p><span style=\"font-weight: 400;\">Another measure, that appears to be aimed at the Oklahoma State School Boards Association, is <\/span><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB2980&Session=2200\"><span style=\"font-weight: 400;\">HB 2980<\/span><\/a><span style=\"font-weight: 400;\"> authored by Rep. Wendi Stearman, R-Collinsville. That would prohibit state appropriations from paying for membership dues to organizations that are in broader national groups.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Stearman and others have been <\/span><a href=\"https:\/\/www.okhouse.gov\/members\/ShowStory.aspx?MediaNewsID=8306\"><span style=\"font-weight: 400;\">critical<\/span><\/a><span style=\"font-weight: 400;\"> of OSSBA for not denouncing a National School Boards Association letter earlier this year calling on the US Department of Justice to investigate threats against school board members. OSSBA did not endorse the letter.<\/span><\/p><p><span style=\"font-weight: 400;\">Oklahoma\u2019s school boards group didn\u2019t split from the NSBA, but Shawn Hime, the executive director, said he made his objections to the letter known.
