Scott Inman\" src=\"http:\/\/stateimpact.npr.org\/oklahoma\/files\/2012\/01\/inman.jpg\" alt=\"\" width=\"300\" height=\"450\" srcset=\"https:\/\/stateimpact.npr.org\/oklahoma\/files\/2012\/01\/inman.jpg 300w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2012\/01\/inman-100x150.jpg 100w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2012\/01\/inman-200x300.jpg 200w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p class=\"wp-media-credit\">Oklahoma House of Representatives<\/p>\n<p class=\"wp-caption-text\">Scott Inman, D-Del City, said House Democrats oppose the tax reform panel&#39;s recommendation to eliminate tax credits to offset a reduction of the personal income tax.<\/p>\n<\/div><p>Among dozens of tax credits to be eliminated under a plan proposed by a legislative tax force is a child care income tax credit claimed largely by the \u201cworking poor,\u201d the president of the Oklahoma Child Care Association <a href=\"http:\/\/newsok.com\/group-opposes-recommendation-to-eliminate-child-care-income-tax-credit\/article\/3638201?custom_click=rss&utm_source=feedburner&utm_medium=feed&utm_campaign=Feed%3A+newsok%2Fbusiness+%28NewsOK.com+RSS+-+business%29&utm_content=Google+Reader\">told<\/a> <em>The Oklahoman<\/em>.<\/p><p>Many parents sign over their income tax checks to pay for their child care in advance, Kathy Cronemiler told the paper\u2019s Michael McNutt.<\/p><p>House Democrats oppose eliminating the child care credit, House Minority Leader Scott Inman, D-Del City, told <em>The Oklahoman<\/em>.<\/p>\n<blockquote><p>\u201cWe fundamentally oppose raising taxes on working-class and middle-class Oklahomans to cut taxes for a select few,\u201d he said. \u201cWe will oppose it at every turn. The plan that has been rolled out it is a tax cut for 5 or 10 percent of the state and a tax increase for 80-plus percent of the state.\u201d<\/p><\/blockquote><p><!--more-->The child care credit was claimed on more than 362,000 tax returns in 2010, which returned about $28.9 million to taxpayers, <em>The Oklahoman<\/em> reported, citing records from the Oklahoma Tax Commission.<\/p><p>Eliminating the child care credit and 46 other personal income tax \u201cpreference items\u201d would return about $352 million to the state and help offset reducing Oklahoma\u2019s top personal income tax rate to 4.75 percent from 5.25 percent over two years, according to a <a href=\"http:\/\/stateimpact.npr.org\/oklahoma\/2012\/01\/02\/nixing-popular-exemption-is-just-one-of-47-ways-to-reduce-ok-income-tax\/\">recommendation<\/a> made last week by the Task Force on Comprehensive Tax Reform.<\/p><p>The task reform panel\u2019s plan is also drawing criticism from two of its own members, who refused to sign the recommendation, <a href=\"http:\/\/www.tulsaworld.com\/news\/article.aspx?subjectid=336&articleid=20120108_16_A1_CUTLIN851745&rss_lnk=1\">according to<\/a> the <em>Tulsa World<\/em>.<\/p><p>One of the opposing task force members, Don Millican \u2014 the CFO of Tulsa\u2019s Kaiser-Francis Oil Co. and an \u201cat-large\u201d task force member appointed by Gov. Mary Fallin \u2014 likened the recommendation to \u201ctaking money from the poor and giving it to the rich.\u201d<\/p><p><em>Clarification: Originally, we wrote that Millican &#8220;equivocated&#8221; the task force&#8217;s recommendation, a word that implies guilt through ambiguity. That was poor word choice and not our intent.
