{"id":33915,"date":"2021-04-06T12:53:15","date_gmt":"2021-04-06T17:53:15","guid":{"rendered":"http:\/\/stateimpact.npr.org\/oklahoma\/?p=33915"},"modified":"2021-04-06T14:21:22","modified_gmt":"2021-04-06T19:21:22","slug":"oklahoma-public-school-districts-band-together-to-fight-charter-school-funding-equalization","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/oklahoma\/2021\/04\/06\/oklahoma-public-school-districts-band-together-to-fight-charter-school-funding-equalization\/","title":{"rendered":"Oklahoma public school districts band together to fight charter school funding equalization"},"content":{"rendered":"<p>Backlash is mounting toward a resolution passed by Oklahoma\u2019s State Board of Education to <a href=\"https:\/\/www.kosu.org\/post\/oklahoma-state-board-education-flips-public-school-funding-its-head\">equalize funding<\/a> for charter and traditional public schools.<\/p><p><span style=\"font-weight: 400;\">More than 100 superintendents and school boards around the state are concerned about a recent move by Oklahoma\u2019s State Board of Education to equalize funding of charter and traditional public schools.<\/span><\/p><p><span style=\"font-weight: 400;\">Additionally, state lawmakers are exploring a measure to nullify the state board\u2019s decision that would also provide some other funding for brick and mortar charter schools.<\/span><\/p>\n<div id=\"attachment_33152\"  class=\"wp-caption module image alignleft\" style=\"max-width: 536px;\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-33152\" src=\"https:\/\/stateimpact.npr.org\/oklahoma\/files\/2020\/08\/1_DSC_2879-DR-GRACE-1-536x672.jpg\" alt=\"\" width=\"536\" height=\"672\" srcset=\"https:\/\/stateimpact.npr.org\/oklahoma\/files\/2020\/08\/1_DSC_2879-DR-GRACE-1-536x672.jpg 536w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2020\/08\/1_DSC_2879-DR-GRACE-1-1533x1920.jpg 1533w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2020\/08\/1_DSC_2879-DR-GRACE-1-768x962.jpg 768w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2020\/08\/1_DSC_2879-DR-GRACE-1-120x150.jpg 120w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2020\/08\/1_DSC_2879-DR-GRACE-1-240x300.jpg 240w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2020\/08\/1_DSC_2879-DR-GRACE-1-620x777.jpg 620w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2020\/08\/1_DSC_2879-DR-GRACE-1-862x1080.jpg 862w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2020\/08\/1_DSC_2879-DR-GRACE-1.jpg 1920w\" sizes=\"(max-width: 536px) 100vw, 536px\" \/><\/p>\n<p class=\"wp-media-credit\">Courtesy Shawnee Public Schools<\/p>\n<p class=\"wp-caption-text\">Shawnee Public Schools Superintendent April Grace.<\/p>\n<\/div><p><span style=\"font-weight: 400;\">Shawnee Public Schools passed a motion to explore joining litigation efforts against the State Board of Education Monday night.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cOur board has interest in and moving forward in whatever manner to try to protect the taxpayer dollars that are paid into property taxes and the ad valorem building fund for our students,\u201d Shawnee superintendent April Grace said.<\/span><\/p><p><span style=\"font-weight: 400;\">And the district wasn\u2019t alone Monday night.<\/span><\/p><p><span style=\"font-weight: 400;\">Sand Springs, Millwood and Yukon Public Schools passed similar motions calling for the state board to rescind its resolution and allowing legal counsel to pursue action to protect local funds.<\/span><\/p><p><span style=\"font-weight: 400;\">Lawton\u2019s Board of Education is considering one on Tuesday.<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cWe hope the issue is resolved at the state level without the district needing to file a lawsuit, but the district has a responsibility to look out for the best interest of its students,\u201d Lawton superintendent Kevin Hime said in a written statement. \u201cOur hope is the courts will uphold the state constitution and ensure that when Lawton residents pay property taxes, those taxpayer dollars will continue to support students in Lawton Public Schools.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">The law firm Rosenstein Fist and Ringold has heard from more than 90 districts in 45 counties, attorney Bo Rainey said.<\/span><\/p><p><span style=\"font-weight: 400;\">The smallest district has roughly 100 students, Rainey said, the largest has more than 20,000.<\/span><\/p><p><span style=\"font-weight: 400;\">A total of 25 districts have contacted the Center for Education Law, attorney Laura Holmes said.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">She said the districts range in size from small rural to urban schools.<\/span><\/p><p><span style=\"font-weight: 400;\">State lawmakers also appear interested in halting local revenues from going to charter schools. In a unanimous vote Tuesday, the House\u2019s education committee passed <\/span><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=SB229&Session=2100\"><span style=\"font-weight: 400;\">Senate Bill 229<\/span><\/a><span style=\"font-weight: 400;\">, which would effectively nullify the state board\u2019s vote to allow some local revenues to go to charter schools.<\/span><\/p><p><span style=\"font-weight: 400;\">The measure has a long road ahead. It would need to be passed by the House and then voted on by the Senate.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">But as written now, it would essentially use revenues from medical marijuana taxes to fund school buildings for charter schools.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">It clarifies that charter schools can\u2019t receive local tax dollars, period, Rep. Kyle Hilbert, R-Bristow said.<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cWhat it instead does is allows the brick and mortar charters, in leiu of local dollars, will instead begin receiving a portion of marijuana tax dollars for their building fund,\u201d Hilbert said.<\/span><\/p><p><span style=\"font-weight: 400;\">That action would nullify the state board of education\u2019s resolution that flipped public school funding on its head in late March. The board voted 4-3 on a resolution to \u201cequalize funding for all charter schools and public schools.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">The resolution, introduced by recent Gov. Kevin Stitt appointee Trent Smith, will open up funding streams for charter schools that had previously been off limits. It comes as a vehicle to settle a lawsuit filed in 2017 by the Oklahoma Public Charter School Association. That suit alleged the state didn\u2019t fairly fund charter schools \u2013 schools that public school students can opt into attending, which are overseen by a sponsor and free from some state regulations.<\/span><\/p><p><span style=\"font-weight: 400;\">Charter schools don\u2019t receive some state funds as well as monies from local taxes. Following OKCPS\u2019 action last week, TPS put out the following statement:<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cWe are in full support of Oklahoma City Public Schools&#8217; cross claims,\u201d the statement said. \u201cWe are in the process of preparing our own response to the Oklahoma State Board of Education&#8217;s action and expect to move forward in the next few days.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">Shawnee\u2019s superintendent Grace said she\u2019s glad to see districts band together against the state <\/span><span style=\"font-weight: 400;\">board\u2019s action. But that\u2019s not everything.<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cIt&#8217;s always important that the education community work together and to collaborate together.
