Kansas has had permitless carry, also known as constitutional carry since 2014.<\/p><p>Herzet has a good relationship with his community. Oklahoma issues similar permits that most adults can get after taking <a href=\"https:\/\/osbi.ok.gov\/sites\/g\/files\/gmc476\/f\/documents\/sda_law_book.pdf\">8 hours of gun training, filing an application, passing a background check and paying a fee.<\/a><\/p><p>Permitless carry or constitutional carry doesn\u2019t require any of that, and at first, Herzet thought it was a bad idea. However, his worries were unfounded.<\/p><p>\u201cSince the bill\u2019s passed, I really have worried about nothing,\u201d Herzet said. \u201cWe have not had any incidents to speak of.\u201d<\/p>\n<h3>Oklahoma goes permitless<\/h3><p>After November 1, 2019, <a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=HB2597&Session=1900\">a similar policy will be the law in Oklahoma<\/a>. People 21 or older will be allowed to carry guns in public without a permit. The age limit drops to 18 for military personnel and veterans, felons will still be barred from owning guns and some other restrictions apply.<\/p><p>Tulsa resident John Matheson is a gun owner, and he supports the change.<\/p><p>\u201cWell the biggest piece to me is to have a level playing field with criminals,\u201d Matheson said.<\/p><p>He said criminals aren\u2019t going to get a license for their guns, so he thinks the current law puts everyone else at a disadvantage.<\/p><p>\u201cIt penalizes the law-abiding citizens to have to do more to be able to defend themselves from criminals,\u201d Matheson said.<\/p>\n<h3>Opponents call the law reckless<\/h3><p>The law is controversial. It was passed by the Legislature in 2018, but then former Gov. Mary Fallin vetoed the bill. This year, lawmakers passed it again and Gov. It\u2019s (an) important part of the constitution, but, I believe the system we have in place currently is better than allowing anyone to carry whenever they please,\u201d Hanan said.<\/p><p>He thinks it\u2019s unwise to let anyone carry a gun without getting a basic level of training.<\/p>\n<h3>\u2018More guns \u2026 more deaths\u2019<\/h3><p>Now retired Oklahoma City Police Chief Bill Citty gave <a href=\"https:\/\/www.youtube.com\/watch?time_continue=151&v=XYlMsQYEHko\">a more harsh opinion of the law during a March news conference.<\/a> He said it will lead to more deaths.<\/p><p>\u201cStudies have already shown \u2026 the more guns you have and the more easy it is to get guns, the more deaths you\u2019ll have,\u201d Citty said.<\/p><p>Violent crime rates have been falling in the U.S. for decades, but there are studies that suggest easier gun access can lead to more violent crime.<\/p><p><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/jels.12219\">Data from a 2019 paper<\/a> published in the Journal of Empirical Legal Studies suggests states that loosened gun regulations have experienced higher rates of violent crime than states that didn\u2019t.<\/p><p>However, experts say they can\u2019t prove a direct relationship between permitless carry laws and increased violence because the policy is a relatively new trend in the U.S., and there isn\u2019t enough data available to study yet.<\/p><p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/XYlMsQYEHko\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h3>\u2018Wild Wild West\u2019<\/h3><p>An overall drop in violent crime rates doesn\u2019t comfort Rep. Jason Lowe (D, OKC) and gun control advocates who fear Oklahoma\u2019s new law taking effect.<\/p><p>\u201cOn November 1st, there is a strong possibility that our great state could carry the title \u2018Wild Wild West\u2019, where situations are resolved with gun fire and gun fights,\u201d Lowe said during a news conference at the state capitol.<\/p><p>He\u2019s leading a coalition trying to stop permitless carry from becoming law. The group got more than 37,000 Oklahomans to sign a petition calling for a statewide vote on the policy but fell short of the required number of signatures to get the issue on the ballot.<\/p><p>Now, Lowe and his allies are <a href=\"https:\/\/oklahoman.com\/article\/5643381\/new-lawsuit-challenges-permitless-carry\">suing Governor Stitt<\/a> in an attempt to stop the law from taking effect.<\/p>\n<h3>Not a big issue, but practice<\/h3><p>In Kansas, Sheriff Herzet hasn\u2019t seen the so-called \u2018wild west\u2019 since the law went into effect there.<\/p><p>\u201cIt really hasn\u2019t been a big issue,\u201d Herzet said.<\/p><p>Sheriffs in Kansas hold regular discussions about law enforcement problems, and Herzet said no one has complained about increased violence or threats related to permitless carry.<\/p><p>Even though it\u2019s not required anymore, the number of people coming to his office to apply for concealed carry permits, which do require training, is about the same as it was before the Kansas law took effect.<\/p><p>However, Herzet still has one issue with the law \u2013 it doesn\u2019t require training. He said training is paramount because people may not understand the full consequences of firing a gun at another person.<\/p><p>\u201cYou might not only shoot and kill that person,\u201d Herzet said. \u201cThat bullet might go clear through the person and shoot another individual, or a child, or into a home, or into a car.\u201d<\/p><p>Oklahoma permitless carry supporter John Matheson says the benefit of being able to carry a gun outweighs the risk of having an untrained public.<\/p><p>\u201cThat\u2019s what you weigh on the scales to see if you can level the playing field with the criminal,\u201d Matheson said. \u201cIn my mind, I\u2019d take that possible drawback where someone might not be able to handle a gun properly.\u201d<\/p><p>U.S. Justice Department data suggests even with looser gun restrictions, it\u2019s still unlikely people will find themselves in a position to defend themselves with a gun. <a href=\"https:\/\/www.bjs.gov\/content\/pub\/pdf\/cv18.pdf\">Only about one percent of Americans experience violent crime<\/a> each year, and a 2013 study from the department shows over a five-year period, <a href=\"https:\/\/www.bjs.gov\/content\/pub\/pdf\/fv9311.pdf\">less than one percent of those victims defended themselves with a gun.<\/a><\/p><p>Unless permitless carry opponents can stop it in court, the law will take effect on November 1, 2019.<\/p><p>If it does take effect, Sheriff Kelly Herzet has on piece of advice for Oklahomans considering carrying a gun.<\/p><p>\u201cI do know that you have the right to bear arms and to carry a weapon,\u201d Sheriff Herzet said. \u201cI hope the people that are doing that have trained themselves and continue to train \u2026 you go out and practice.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Some Oklahomans are afraid a new law that allows most adults to carry guns in public will be a public safety disaster.
