Mary Fallin <a href=\"https:\/\/stateimpact.npr.org\/oklahoma\/2018\/04\/27\/why-legislators-and-das-want-new-rules-for-sentencing-teens-to-life-without-parole\/\">new standards for sentencing<\/a> teens to life without parole Wednesday.<\/p>\n<p dir=\"ltr\">The standards were requested by state district attorneys and are a response to a U.S. Supreme Court ban on mandatory life without parole sentences for teens.<\/p>\n<p dir=\"ltr\"><a href=\"http:\/\/www.oklegislature.gov\/BillInfo.aspx?Bill=SB1221&Session=1800\"><!--more-->Senate Bill 1221<\/a> requires judges to consider a teen\u2019s immaturity, brain development, potential for rehabilitation and other factors before handing down a life without parole sentence.<\/p>\n<p dir=\"ltr\">The Supreme Court ruled in 2012 and 2016 that juvenile life without parole sentences had to be decided on a case-by-case basis, and they should be reserved for teens who can\u2019t be rehabilitated.<\/p>\n<p dir=\"ltr\">Oklahoma doesn\u2019t have \u00a0life without parole sentencing guidelines for teenagers, so past and future sentences are at risk of being thrown out.<\/p>\n<p dir=\"ltr\">Democrats in both chambers complained that the sentencing language was added late. Other opponents said legislators didn\u2019t have a chance to vet the bill before the votes.<\/p>\n<p dir=\"ltr\">Supporters say the guidelines had been reviewed by attorneys and are necessary to address resentencing hearings for convicted murderers who could get lighter sentences because of the Supreme Court rulings.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>State Senators sent Gov.
