Pruitt made a name for himself fighting against the very federal agency he is poised to lead, and the pick is seen by many as <a href=\"http:\/\/www.npr.org\/sections\/thetwo-way\/2016\/12\/07\/503626660\/trump-reportedly-picks-oklahoma-attorney-general-scott-pruitt-to-lead-epa\">a clear signal<\/a> that Trump intends to dismantle the environmental legacy of President Obama.<!--more--><\/p><p>Oklahoma\u2019s attorney general is a vocal and persistent critic of the EPA and he has accused the federal agency of carrying out the Obama Administration\u2019s \u201cactivist agenda.\u201d He fought back Obama-era environmental priorities in <a href=\"http:\/\/www.epw.senate.gov\/public\/index.cfm\/2015\/5\/legal-implications-of-the-clean-power-plan\">testimony on Capitol Hill<\/a> and in federal courtrooms across the country.<\/p><p>Pruitt\u2019s office did not respond to interview requests, but in a 2013 interview with StateImpact, he said the Obama administration was working lock-step with environmental groups to hobble the coal and natural gas industries.<\/p><p>\u201cThe attitude with the EPA and certain environmental groups is that, \u2018Fossil Fuels are bad. Period,\u2019\u201d he said. \u201cAnd they\u2019re doing everything they can to use the rule-making process to attack both.\u201d<\/p><p>Pruitt has sued the EPA to block rules limiting carbon emissions from power plants. He also joined lawsuits against the agency brought by attorneys general in other states. Pruitt has railed against the Clean Power Plan, <a href=\"https:\/\/stateimpact.npr.org\/oklahoma\/2015\/10\/09\/epas-clean-water-rule-on-hold-as-federal-court-sides-with-oklahoma-ag\/\">new water<\/a> regulations, <a href=\"https:\/\/stateimpact.npr.org\/oklahoma\/2015\/10\/28\/oklahoma-attorney-generals-latest-epa-lawsuit-challenges-new-ozone-limits\/\">ozone<\/a> and <a href=\"http:\/\/newsok.com\/oklahoma-joins-dozen-states-in-methane-lawsuit-against-epa\/article\/5512380?platform=hootsuite\">methane<\/a> limits, <a href=\"https:\/\/stateimpact.npr.org\/oklahoma\/2014\/05\/01\/lesser-prairie-chicken-peep-show-in-the-field-with-oklahomas-threatened-bird\/\">endangered species designations<\/a> and rules on <a href=\"https:\/\/stateimpact.npr.org\/oklahoma\/2015\/09\/03\/as-oklahoma-officials-resist-utilities-on-path-to-comply-with-pollution-cuts\/\">regional haze from power plants<\/a>. Pruitt has also sued the EPA for settling lawsuits. He accused the Obama administration of <a href=\"https:\/\/www.oag.ok.gov\/oagweb.nsf\/0\/A648FA4F8D20203386257C9E0076CBC4!OpenDocument\">using these legal settlements<\/a> to agree to environmental regulations that overstep federal authority.<\/p><p>Many of those efforts failed, while others gained traction. One significant win for Pruitt came in February 2016 when the Supreme Court <a href=\"http:\/\/www.usatoday.com\/story\/news\/politics\/2016\/02\/09\/supreme-court-halts-obamas-emissions-rule\/80085182\/\">halted implementation<\/a> of Obama\u2019s Clean Power Plan while legal challenges mounted. Glenn Coffee was in Pruitt\u2019s freshman class in the Oklahoma Senate, and the two worked together when Coffee became Secretary of State and Pruitt was elected AG.<\/p><p>\u201cI think he has a head start on understanding what he views as wrong with that agency,\u201d Coffee says.<\/p><p>Coffee thinks Pruitt will reform the EPA, but doesn\u2019t believe the Oklahoma AG will be single-minded in installing change. \u201cHe&#8217;s capable of not just taking a firm position and fighting for those interests but also being a consensus builder and helping bridge the gap and find solutions with other parties,\u201d Coffee says.<\/p><p>Corporation Commissioner Todd Hiett was the Republican house speaker when Pruitt was a state senator \u2014 they also battled each other in a primary race for Lt. Governor in 2006. Hiett says Pruitt is a tough opponent, but he expects Pruitt to be a pragmatic reformer at the EPA.<\/p><p>\u201cHe&#8217;s going to be thorough, he&#8217;s going to be fair and he&#8217;s going to stay within the confines of the law,\u201d Hiett says. \u201cAt the same time he is going to look for practical solutions and I think that&#8217;s a trademark that he has established through very many years of public service, and I think he will carry that to D.C.\u201d<\/p><p>Hiett and other supporters point to the long-running Sardis Lake dispute between the state, Oklahoma City and Native American nations that was <a href=\"https:\/\/stateimpact.npr.org\/oklahoma\/2016\/08\/12\/inside-the-landmark-state-and-tribal-agreement-that-ends-standoff-over-water-in-southeast-oklahoma\/\">settled in August<\/a> as proof that Pruitt is capable and interested in building a consensus on divisive issues.<\/p><p>Pruitt has close ties to the oil and gas industry \u2014\u00a0 a big financial backer of his political campaigns \u2014 and he has taken the unusual step of <a href=\"https:\/\/www.nytimes.com\/2014\/12\/07\/us\/politics\/energy-firms-in-secretive-alliance-with-attorneys-general.html\">collaborating directly with industry<\/a> to oppose the EPA and Obama. Pruitt has also <a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2016\/12\/07\/trump-names-scott-pruitt-oklahoma-attorney-general-suing-epa-on-climate-change-to-head-the-epa\/\">cast doubt on the science of climate change<\/a> and the role mankind and industry is playing in a warming planet.
