Baker manages the agency division that oversees disposal wells, which university, state and federal researchers say could be contributing much of the seismic activity.<\/p><p>For months, <a href=\"http:\/\/stateimpact.npr.org\/oklahoma\/2014\/04\/17\/oklahoma-oil-and-gas-regulator-uses-red-tape-not-rules-to-manage-disposal-wells-in-earthquake-country\/\">the agency has been asking<\/a> those seeking disposal wells in quake-prone regions to supply extra information before it administratively approves a permit.
