They\u2019re not tax breaks, they\u2019re \u201ccapital investment\u201d in the state\u2019s largest jobs engine, Oklahoma Independent Petroleum Association President <a href=\"http:\/\/okenergytoday.com\/?p=5774\">Mike Terry says<\/a>.<\/p><p>But Ken Levit, executive director of the George Kaiser Family Foundation \u2014 \u201ca philanthropic organization built from the largesse of the oil and gas business in Oklahoma,\u201d he writes \u2014 wrote an interesting <em>Oklahoman<\/em> <a href=\"http:\/\/newsok.com\/foundation-head-drilling-incentive-serves-no-effective-purpose\/article\/3862876\/?page=1\">editorial on nixing the incentives<\/a>.<\/p>\n<blockquote><p>In this instance, the special rate of 1 percent has nothing to do with the enormous amount of horizontal drilling taking place in Oklahoma. The market opportunity dictates the drilling. The same activity is taxed at roughly 11.5 percent in North Dakota. Guess what? They&#8217;re drilling like mad in North Dakota!
