The <em>Journal Record<\/em>\u2019s M. Scott Carter <a href=\"http:\/\/journalrecord.com\/2013\/03\/22\/pruitt-water-not-needed-by-tarrant-law\/\">described Pruitt\u2019s most recent filing<\/a> as \u201cterse\u201d:<\/p>\n<blockquote><p>In Oklahoma\u2019s brief, Pruitt said arguments from the TRWD and the United States were flawed.<\/p><p>\u201cTarrant should not get a new opportunity to change positions, not least because the United States\u2019 theory shares many of the same flaws as Tarrant\u2019s,\u201d Pruitt said in the brief.<\/p><\/blockquote><p><!--more-->A central part of TRWD\u2019s argument is that the Red River Compact allows the north Texas district to claim water within the borders of Oklahoma.
