The <a href=\"http:\/\/www.ok.gov\/oklahomafilm\/INCENTIVES\/STATE_INCENTIVES\/index.html\">program<\/a> is capped at $5 million per year. The Oklahoma Film and Music Office, which oversees the incentive program, <a href=\"http:\/\/www.tulsaworld.com\/news\/article.aspx?subjectid=11&articleid=20111011_16_A1_dtrsnt671866\">tried unsuccessfully<\/a> to get the legislature to double the cap to $10 million this year.<\/p><p>Most of the dialog from Wednesday&#8217;s script went to the debate&#8217;s principal actors: Jobs and Competition.<\/p><p><!--more--><\/p>\n<h3><strong>Reel Jobs, Real Jobs<\/strong><\/h3><p>Production companies hire Oklahomans and pay local businesses for goods and services when they film in state. The flow of money is both direct, through on-set jobs \u2014electricians, stylists, assistants, etc. \u2014 and ancillary, through patronage of local businesses like caterers, restaurants or transportation companies.<\/p><p>[module align=&#8221;right&#8221; width=&#8221;half&#8221; type=&#8221;pull-quote&#8221;]<\/p><p>If we didn\u2019t have incentives &#8230; they would shoot a movie about greasers in Tulsa \u2014 in Michigan.<\/p>\n<h6>-Jill Simpson, director of the Oklahoma Film & Music Office<\/h6><p>[\/module]<\/p><p>Like all programs under examination, the task force wanted to know if Oklahoma\u2019s film program was creating jobs. The debate was divided into two key questions.<\/p><p><strong>1. How Many <em>New<\/em> Jobs Do Film Productions Bring?<\/strong><\/p><p>Joseph Henchman, vice president for legal and state projects with the <a href=\"http:\/\/www.taxfoundation.org\">Tax Foundation<\/a>, who flew in from Washington, D.C., to speak at the meeting, said that film rebates and credits don\u2019t create enough new jobs to offset their costs in tax revenue.<\/p><p>Restaurants, hair stylists and hotels, Henchman suggested, would have customers whether or not there was a film production in town.<\/p><p>\u201cThey may not have gotten all of the revenue, but they would have gotten some,\u201d he said.<\/p><p>The Tax Foundation, a nonprofit tax research group based in D.C., has been critical of state-run film incentive programs. Competition between states to attract movie projects brings big gains to film industry, \u201cnot to local businesses or state coffers,\u201d Henchman <a href=\"http:\/\/www.taxfoundation.org\/news\/show\/27313.html\">wrote<\/a> on the foundation\u2019s website.<\/p><p>Stacey Witter, a general contractor based out of Oklahoma City, also spoke at Wednesday&#8217;s meeting. He told the task force that film projects are bringing his company new work.<\/p><p>Stacey Witter & Associates built sets for <em>Yellow<\/em>, which was written by <em>The Notebook<\/em> director Nick Cassavetes and filmed in Pauls Valley, Seminole and McAlester. The <a href=\"http:\/\/newsok.com\/article\/3575463?highlight=%5b%2522yellow%2522%252C%2522grocer%2522%5d\">film<\/a> stars Melanie Griffith, Sienna Miller and Gena Rowlands.<\/p><p><strong>2. How Many <em>Actual<\/em> Jobs Are Created?<br \/>\n<\/strong><\/p><p>A study by Oklahoma City University\u2019s Economic Research & Policy Institute found that $4.6 million in direct project expenditures in FY2010 yielded an economic impact of $11.8 million, which supported 157 full-time equivalent jobs.<\/p><p>The jobs number is an estimation based on expenditures, and the study didn\u2019t include a survey of jobs created directly from film productions. Using the study\u2019s expenditure formula, the Film and Music Office estimated that the number of full-time equivalent jobs grew to 279 in 2011; and to 513 in 2012.<\/p>\n<div id=\"attachment_1355\"  class=\"wp-caption module image left\" style=\"max-width: 300px;\"><a class=\"fancybox\" title=\"Caption\" href=\"http:\/\/stateimpact.npr.org\/oklahoma\/files\/2011\/10\/filmmaker.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-1355\" title=\"filmmaker\" src=\"http:\/\/stateimpact.npr.org\/oklahoma\/files\/2011\/10\/filmmaker.jpg\" alt=\"\" width=\"300\" height=\"368\" srcset=\"https:\/\/stateimpact.npr.org\/oklahoma\/files\/2011\/10\/filmmaker.jpg 300w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2011\/10\/filmmaker-122x150.jpg 122w, https:\/\/stateimpact.npr.org\/oklahoma\/files\/2011\/10\/filmmaker-245x300.jpg 245w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p class=\"wp-media-credit\">Joe Wertz \/ NPR StateImpact<\/p>\n<p class=\"wp-caption-text\">Tracy Trost of Tulsa-based Trost Moving Pictures told the task force that Oklahoma&#39;s film rebate program keeps him from making movies in Michigan.<\/p>\n<\/div><p>Such impact studies approximate results through economic \u201cmultipliers,\u201d which are an inexact science, admitted OCU economist Kyle Dean, who spoke at the meeting.<\/p><p>The inexactness of the estimations didn\u2019t please Rep. Mike Reynolds.<\/p><p>\u201cDon\u2019t you think it would be possible to go poll those companies and find out the exact number of jobs?,\u201d he asked Dean, who replied by reiterating the limited parameters of the study.<\/p><p>\u201cWe ought to have a disclaimer that that\u2019s just a guess based on how much money we pitched out,\u201d Reynolds said.<\/p>\n<h3>Rules of Attraction<\/h3><p>The notion that states need rebates, incentives and tax credits to lure filmmakers is false, Henchman said.<\/p><p>But Simpson said production companies have changed the way they shop for locations.<\/p><p>Years ago, moviemakers prioritized geography and location, focusing on states that provided the look, setting or scene that the film required, she said.<\/p><p>Location is now the last thing production companies ask about, Simpson said. The first two questions, according to Simpson: \u201cWhat\u2019s your incentive program?\u201d and \u201cIs it funded?\u201d<\/p><p>Incentives can tip the scale even when Oklahoma is intrinsically linked to a film project\u2019s characters or setting, Simpson said.<\/p><p>An upcoming movie starring Oklahoma City Thunder forward Kevin Durant <a href=\"http:\/\/newsok.com\/details-of-kevin-durants-movie-emerge\/article\/3606058\">recently<\/a> began production in Louisiana despite the fact that the team and arena play a central role in the film.<\/p><p>The competition isn\u2019t just between states, Simpson said. Film office staffers worked for months this summer to scout locations for Steven Spielberg\u2019s <a href=\"http:\/\/www.imdb.com\/title\/tt1541155\/\"><em>Robopocalypse<\/em><\/a>, which is set in futuristic Oklahoma. In the end, the film was relocated to Canada because of that country\u2019s extensive film incentive program, Simpson said.<\/p><p>The addition of state film incentive programs parallels Hollywood cost cutting, Simpson said.
