Here, pipelines that don&#8217;t cross international boundaries or federally protected lands are largely unregulated until construction has started, or there&#8217;s an environmental problem \u2014 like a leak.<\/p><p><a href=\"http:\/\/stateimpact.npr.org\/oklahoma\/2012\/09\/19\/who-regulates-oklahoma-pipelines-no-one-until-theyre-built-or-broken\/\">No state or federal agency has oversight<\/a> of intrastate pipeline projects in Oklahoma \u2014 like Glass Mountain near Enid \u2014 when they&#8217;re in the route-planning stage.
