breaks delves into the skills gap issue<\/p><\/div>\n<p>As the national economy continues to trudge toward recovery, the Obama Administration has been <a title=\"The Blueprint for an America Built to Last \" href=\"http:\/\/www.whitehouse.gov\/blog\/2012\/01\/24\/blueprint-america-built-last\" target=\"_blank\">pushing advanced manufacturing<\/a> as a key driver for jobs growth.\u00a0 So over the past couple of weeks, we&#8217;ve been looking at various aspects of <a title=\"How NH's Building A New Manufacturing Economy\" href=\"http:\/\/stateimpact.npr.org\/new-hampshire\/tag\/manufacturing\/\" target=\"_blank\">manufacturing<\/a> in New Hampshire.\u00a0 While the sector historically struggled in the transition from mill work to high-tech fabrication, today, manufacturing is thriving in the Granite State.<\/p>\n<p>But to continue on a sustainable path, the sector faces one daunting challenge: The so-called &#8220;skills gap.&#8221;<\/p>\n<p>In many of the state&#8217;s factories, the bulk of advanced machining and other skilled work is done by Baby Boomers, who are rapidly moving toward retirement age.\u00a0 And community colleges aren&#8217;t turning out enough graduates with the skills to replace them.<\/p>\n<p>Recently, we sat down with new <a title=\"Community College System Of New Hampshire\" href=\"http:\/\/www.ccsnh.edu\/\" target=\"_blank\">Community College System<\/a> Chancellor&#8211;and economist&#8211;Ross Gittell to discuss the depth of this problem, and how he hopes the state&#8217;s trade schools can solve it.<!--more--><\/p>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>Can you describe what the skills gap issue means for New Hampshire&#8217;s economy?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>It\u2019s particularly relevant as the economy nationally, and particularly in NH, starts to gain momentum.\u00a0 From the Great Recession of 2008-2009, there\u2019s been relatively weak employment recovery, and at this moment, there\u2019s now some acceleration in that recovery, particularly in some areas related to advanced manufacturing.\u00a0 A key issue for advanced manufacturers is where they\u2019re going to expand their operations.\u00a0 And they\u2019re going to expand their operations where there\u2019s the appropriately skilled workforce available&#8230;So, if New Hampshire is able to have that appropriately skilled workforce, there\u2019s an opportunity to grow employment.<\/p>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>Do we have that workforce set and ready to go right now?<\/p>\n<div id=\"attachment_6399\" Aviation in Hooksett<\/p><\/div>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>Yes and no.\u00a0 We do have a strong skilled workforce foundation, with engineering and science and technology-orientation.\u00a0 But some of the skills needed in automation and process control and programming, robotics, and numerical systems in manufacturing, those are really particular skills that we need to train, particularly, our younger workers in&#8230;We\u2019re well-positioned with the Community College System to provide that type of advanced manufacturing training in a relatively short period of time, and get those workers placed in these businesses and industries that are expanding.\u00a0 But what that requires is a close alignment of our educational institutions, including the Community College System, with those needs of industry.\u00a0 And we really have good alignment between education and industry currently, but we need to strengthen that&#8230;because this is our opportunity, really, to expand our advanced manufacturing, which we haven\u2019t in the state for arguably a decade.<\/p>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>What would this expanded cooperation look like, ideally?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\"><div class=\"related-content alignright\"><h4 take this to scale.\u00a0 To not just say, &#8220;Oh, we\u2019re going to do this program for one industry, for <a title=\"GE Aviation\" href=\"http:\/\/www.geaviation.com\/\" target=\"_blank\">GE Aviation<\/a> or for <a title=\"Albany Engineered Composites\" href=\"http:\/\/www.albint.com\/businesses\/aec\/Pages\/default.aspx\" target=\"_blank\">Albany Engineered Composites<\/a>, or for <a title=\"Osram Sylvania\" href=\"http:\/\/www.sylvania.com\/en-us\/Pages\/default.aspx\" target=\"_blank\">Osram Sylvania<\/a>,&#8221; but to say, &#8220;Ok, we have these large numbers of advanced manufacturers with similar type of workforce needs, and how do we develop state-of-the-art, high-quality educational programs in the areas needed by advanced manufacturing?\u00a0 And how do we provide the appropriate curriculum, the appropriate program, the appropriate degrees, both in courses, online, and also through experiential learning, on scale, so that we provide a well-qualified workforce for advanced manufacturing, not only now, but also well into the future?&#8221;<\/p>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>It sounds like, the way the Community College System works is a company will reach out to you and say, &#8220;Hey, we need people qualified to machine these specific parts,&#8221; and there\u2019s not a set advanced manufacturing curriculum?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>Yeah, but actually, we\u2019re developing that set curriculum across the seven colleges\u2026<a title=\"Nearly $20 million of the nationwide total was awarded to New Hampshire community colleges, one of the more generous grants nationwide. Great Bay Community College in Portsmouth, N.H., which partnered with Albany International and other New Hampshire manufacturing businesses for the grant, is expecting to receive approximately $6.2 million \u2014 the most of anyone in the consortium, because it was the fiscal agent for the grant. \" href=\"http:\/\/www.seacoastonline.com\/articles\/20110928-NEWS-110929713\" target=\"_blank\">We\u2019ve gotten [a $20 million]* Department of Labor grant<\/a>, we\u2019re using that for our Ramp-Up program, which is to ramp-up manufacturing.\u00a0 It\u2019s based at <a title=\"Great Bay Community College\" href=\"http:\/\/www.greatbay.edu\/\" target=\"_blank\">Great Bay Community College<\/a> and focused on Albany Engineered Composites.\u00a0 And then we\u2019re going to take that experience and spread it across our seven colleges.\u00a0 And our seven colleges each have advanced manufacturers who they\u2019re working with&#8230;So we are going to be able to might not be enough Gen Y laborers to replace them<\/p><\/div>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>One of the issues we\u2019ve heard about is that it\u2019s particularly hard to get current, Gen Y students interested in manufacturing.\u00a0 Why do you think that is?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>Because so long, manufacturing in the United States and in New Hampshire was in decline, and people were saying, &#8220;Manufacturing\u2019s never coming back,&#8221; and &#8220;There\u2019s no good jobs in manufacturing.&#8221;\u00a0 Manufacturing\u2019s been reinvented in the country and in New Hampshire.\u00a0 It\u2019s very different than it was 20 years ago.\u00a0 The manufacturing that has remained in New Hampshire is advanced manufacturing, which requires high-technology.\u00a0 It\u2019s highly automated, and the workers in that industry have to be very skilled and capable in automation and problem-solving in the manufacturing process.<\/p>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>So do you think it\u2019s going to be a hard sell for community college students to get into this?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>I think it\u2019s less of a hard sell when this is the economic opportunity for them.\u00a0 And a lot of times, students have a range of interests, and if they see there\u2019s a good job opportunity in something that interests them, they\u2019ll move more strongly in that direction.\u00a0 So I think getting that message out and having real opportunities for gainful employment in advanced manufacturing will move more of our students towards that area.\u00a0 There\u2019s always a lag between where the workforce opportunity is and where students think it is.\u00a0 And now, there\u2019s that lag in students catching up.<\/p>\n<div id=\"attachment_6404\"  class=\"wp-caption module image manufacturing sector<\/p><\/div>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>What&#8217;s the scope of the skills gap issue?\u00a0 Are we talking hundreds of open jobs right now in New Hampshire that we just can\u2019t fill?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>I think we\u2019re talking in the multiple thousands.\u00a0 Because we just had 400 jobs in advanced manufacturing created over a three, four-year period.\u00a0 Saffron and Albany Engineered Composites, we hear from other advanced manufacturers that they could fill 50, 100 jobs if there was the appropriately skilled workers.\u00a0 And those numbers add up.\u00a0 I mean, maybe in the short-term, there are a couple of thousand.\u00a0 Over the long-term, if we demonstrate in New Hampshire that we have a very well-skilled advanced manufacturing workforce, we\u2019re going to be able to grow the companies that are here in advanced manufacturing, and also attract companies from the outside, whether they be US-based companies or foreign-based companies.<\/p>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>Is there anything that\u2019s holding New Hampshire back in terms of ramping-up this high-tech manufacturing workforce?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>Well, part of it is, you know, our resources at the Community College System.\u00a0 <a title=\"Administrators warn House budget cuts would make college unaffordable for N.H. students \" href=\"http:\/\/www.nashuatelegraph.com\/newsstatenewengland\/916363-227\/plan-to-cut-threatens-by-degree.html\" target=\"_blank\">We just recently had a 20 percent cutback in funding<\/a>&#8230;our need-based scholarship money was cut.\u00a0 So students who do want to go into these areas sometimes have a difficult time paying the up-front tuition costs, and so the jobs are there, the needs are there&#8230;So we have to kind of fill those gaps, those market failures, and give more support to those students.\u00a0 And public funding could help the interests of our students, but more important, for the public funding concerns, increase our economic competitiveness and growth over time.<\/p>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>And what happens to New Hampshire\u2019s economy if we can\u2019t get ourselves in gear and get this workforce trained-up and ready to go?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>Then we\u2019re in a slower growth economy, as far as recovery of jobs lost during the recession. \u00a0And the recovery will be of the nature that it won\u2019t include as well-paying jobs as
