Under current regulations these cancer centers are likely\u00a0 to be deemed redundant. But<a href=\"http:\/\/www.gencourt.state.nh.us\/legislation\/2012\/HB1642.html\" target=\"_blank\"> a new bill <\/a>would allow them to avoid what is known as a <a href=\"http:\/\/www.dhhs.nh.gov\/dphs\/hspr\/\" target=\"_blank\">Certificate of Need<\/a>&#8211;to which all other hospitals must comply. These centers would also be exempt from Medicaid taxes.<!--more--><\/p>\n\n<p>Rep. Marilinda Garcia, R-Salem, is sponsoring the bill. &#8220;The overarching goal of this legislation is to develop the New Hampshire <a title=\"Your Guide To New Hampshire's Economy\" href=\"http:\/\/stateimpact.npr.org\/new-hampshire\/tag\/newhampshireeconomy\/\" target=\"_blank\">economy<\/a>, &#8221; she says. Garcia and other proponents of the bill say the new cancer specialty hospitals will create hundreds of jobs and bring in millions of dollars in business investment.<\/p>\n<p>Her legislation is modeled after a recently passed law in Georgia, which is now allowing specialty cancer care centers to be built. The for-profit chain <a href=\"http:\/\/www.cancercenter.com\/\" target=\"_blank\">Cancer Treatment Centers of America<\/a> (CTCA) is currently constructing a specialty hospital in Georgia. CTCA would like to do business in the Northeast and is eyeing New Hampshire as a prospective locale for a new hospital.<\/p>\n<p>&#8220;Patients are telling us they want choice, the want another model of care, &#8221; says Bob Mayo, vice chair of the board of CTCA. &#8220;We&#8217;re simply responding to that request.&#8221;<\/p>\n<p>CTCA, which was first established\u00a0 in 1988, now has six specialty hospitals across the country that employ about 3,000 people.<\/p>\n<p>Their new hospital in New Hampshire would not accept Medicaid patients and this is one reason the <a href=\"http:\/\/www.nhha.org\/\" target=\"_blank\">New Hampshire Hospital Association<\/a> (NHHA) opposes giving these for-profit cancer centers exemptions from the current regulatory process.<\/p>\n<p>&#8220;By not requiring this new cancer facility to provide services to Medicaid or uninsured patients, the state of New Hampshire is, by public policy, endorsing the ability of this provider to &#8216;cherry pick&#8217; only the most profitable patients, &#8221; says Steve Ahnen, president of the NHHA.<\/p>\n<p>House committee members will hear more testimony on Thursday.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The crux of the debate: Should NH change its laws governing medical facilities so a for-profit cancer center can come into the state?
