{"id":13251,"date":"2013-02-01T19:04:22","date_gmt":"2013-02-02T00:04:22","guid":{"rendered":"http:\/\/stateimpact.npr.org\/new-hampshire\/?p=13251"},"modified":"2013-02-01T19:04:22","modified_gmt":"2013-02-02T00:04:22","slug":"after-board-vote-lgc-chief-steps-down","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/new-hampshire\/2013\/02\/01\/after-board-vote-lgc-chief-steps-down\/","title":{"rendered":"After Board Vote, LGC Chief Steps Down"},"content":{"rendered":"<div id=\"attachment_13253\"  class=\"wp-caption module image right\" style=\"max-width: 300px;\"><a class=\"fancybox\" title=\"The Local Government Center will see new leadership almost immediately.\" href=\"http:\/\/stateimpact.npr.org\/new-hampshire\/files\/2013\/02\/LGC-Stock-Photo.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-13253\" title=\"LGC Office\" src=\"http:\/\/stateimpact.npr.org\/new-hampshire\/files\/2013\/02\/LGC-Stock-Photo-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/stateimpact.npr.org\/new-hampshire\/files\/2013\/02\/LGC-Stock-Photo-300x225.jpg 300w, https:\/\/stateimpact.npr.org\/new-hampshire\/files\/2013\/02\/LGC-Stock-Photo-620x465.jpg 620w, https:\/\/stateimpact.npr.org\/new-hampshire\/files\/2013\/02\/LGC-Stock-Photo.jpg 1600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><p class=\"wp-media-credit\">Amanda Loder\/StateImpact New Hampshire<\/p><p class=\"wp-caption-text\">The Local Government Center will see new leadership almost immediately.<\/p><\/div>\n<p>After about four years as head of the <a href=\"http:\/\/www.nhlgc.org\/\" target=\"_blank\">Local Government Center<\/a>, Executive Director Maura Carroll is stepping down.<\/p>\n<p>During most of her tenure as Executive Director, Maura Carroll headed an <a href=\"https:\/\/stateimpact.npr.org\/new-hampshire\/2012\/12\/06\/what-the-lgcs-reorganization-means-to-communities-and-taxpayers\/\" target=\"_blank\">embattled LGC<\/a>.\u00a0 The state\u2019s <a href=\"http:\/\/sos.nh.gov\/sec_reg.aspx\" target=\"_blank\">Bureau of Securities Regulation<\/a> contends that for years, the LGC overcharged communities for health insurance premiums and improperly used funds.\u00a0 The case went to a hearing officer last summer, who <a href=\"http:\/\/www.sos.nh.gov\/locgovctr\/Filings\/0237-2012-08-16_FINAL_ORDER.pdf\" target=\"_blank\">ordered<\/a> the LGC to return more than $53 million to communities.\u00a0<!--more--><\/p>\n<!--[if lt IE 9]><script>document.createElement('audio');<\/script><![endif]-->\n<audio class=\"wp-audio-shortcode\" id=\"audio-13251-1\" preload=\"none\" style=\"width: 100%;\" controls=\"controls\"><source type=\"audio\/mpeg\" src=\"https:\/\/stateimpact.npr.org\/new-hampshire\/files\/2013\/02\/nht020113al1.mp3?_=1\" \/><a href=\"https:\/\/stateimpact.npr.org\/new-hampshire\/files\/2013\/02\/nht020113al1.mp3\">https:\/\/stateimpact.npr.org\/new-hampshire\/files\/2013\/02\/nht020113al1.mp3<\/a><\/audio>\n<p>LGC Board Member Shelagh Connelly says at its last meeting, the board unanimously voted for new leadership.<\/p>\n<p>\u201cWe\u2019ve been working for months to try and move forward in resolving our appeal and so forth, and so, over time, we\u2019ve been finding ourselves frustrated with our inability to move forward,&#8221; Connelly says.\u00a0 &#8220;And so it was actually over the last couple of weeks that we really sort of came to the final decision that we needed to seek a change in leadership and to try and establish a better rapport and relationship with our regulatory agency.\u201d<\/p>\n<p>Carroll was with the LGC for 25 years\u2014four of them as its head.<\/p>\n<p>Interim Executive Director George Bald is set to replace her beginning next week.\u00a0 Bald is a former Commissioner of the <a href=\"http:\/\/www.dred.state.nh.us\/\" target=\"_blank\">Department of Resources and Economic Development<\/a>.\u00a0 He\u2019s taking a six-month leave from his current employer, <a href=\"http:\/\/catecapital.com\/\" target=\"_blank\">Cate Street Capital<\/a>, to head the organization.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After about four years as head of the Local Government Center, Executive Director Maura Carroll is stepping down.
