But in a keynote speech this morning, Sam McKeeman, the Programs Manager at the Maine Bureau of Human Resources, recited the first stanza of Kipling\u2019s \u201cSix Honest Serving Men\u201d to 350 or so people, gathered at the Police Standards &amp; Training Council building in Concord, New Hampshire.<!--more--><\/p>\n<p><!--[if lt IE 9]><script>document.createElement('audio');<\/script><![endif]-->\n<audio class=\"wp-audio-shortcode\" id=\"audio-11795-1\" preload=\"none\" style=\"width: 100%;\" controls=\"controls\"><source type=\"audio\/mpeg\" src=\"https:\/\/stateimpact.npr.org\/new-hampshire\/files\/2012\/09\/nht091812ec.mp3?_=1\" \/><a href=\"https:\/\/stateimpact.npr.org\/new-hampshire\/files\/2012\/09\/nht091812ec.mp3\">https:\/\/stateimpact.npr.org\/new-hampshire\/files\/2012\/09\/nht091812ec.mp3<\/a><\/audio>The occasion? A \u201cLean Summit,\u201d organized by Governor Lynch\u2019s office, and designed to recognize and encourage the use of streamlining strategies in state government.\u00a0 \u00a0Although the room was full of public workers and local business leaders, the summit had elements of both a self-help seminar and a high school science fair.<\/p>\n<p>\u201cLean is a process, it\u2019s a culture, it\u2019s a way of life,\u201d Governor Lynch told the crowd.\u00a0 \u201cCan principles of lean manufacturing be applied to state government?\u201d Governor Lynch asked the crowd. \u201cThe answer is yes.\u201d He went on, saying \u201cwe want all government to\u2026 meet the needs of the customer in the most efficient way possible.\u201d<\/p>\n<p>Lean manufacturing is a philosophy of efficiency developed by late Toyota executive Taiichi Ohno, and credited with Toyota\u2019s success.<\/p>\n<p>At the event, eight state agencies set up posters outlining the ways so called lean practices had been implemented in their departments. Each poster described a problem; a goal; their \u201clean\u201d process; and results. The posters were voted on by a panel of local business leaders,\u00a0and the winner \u2013 The Department of Economic Security &#8212; \u00a0was presented with an award by Governor Lynch.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It\u2019s not every day you hear state officials quoting Kipling and Goethe.
