{"id":9765,"date":"2012-08-13T13:15:57","date_gmt":"2012-08-13T19:15:57","guid":{"rendered":"http:\/\/stateimpact.npr.org\/idaho\/?p=9765"},"modified":"2012-08-13T12:19:14","modified_gmt":"2012-08-13T18:19:14","slug":"why-idahos-lowered-revenue-forecast-is-a-solid-economic-indicator","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/idaho\/2012\/08\/13\/why-idahos-lowered-revenue-forecast-is-a-solid-economic-indicator\/","title":{"rendered":"Why Idaho&#8217;s Lowered Revenue Forecast Is A Solid Economic Indicator"},"content":{"rendered":"<div id=\"attachment_9841\"  class=\"wp-caption module image left\" style=\"max-width: 300px;\"><a class=\"fancybox\" title=\"Bundles of newly printed 20 dollar bills prepare for distribution. \" href=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2012\/08\/52671536.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-9841\" title=\"Money \" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2012\/08\/52671536-300x296.jpg\" alt=\"\" width=\"300\" height=\"296\" srcset=\"https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/08\/52671536-300x296.jpg 300w, https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/08\/52671536-620x612.jpg 620w, https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/08\/52671536-100x100.jpg 100w, https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/08\/52671536-60x60.jpg 60w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><p class=\"wp-media-credit\">Joe Raedle \/ Getty Images<\/p><p class=\"wp-caption-text\">Bundles of newly printed 20 dollar bills prepare for distribution.<\/p><\/div>\n<p>If fewer Idahoans have jobs, that means the state doesn&#8217;t collect as much revenue<del><\/del>.\u00a0 That in turn can determine how much money is available for schools, road repair and health services.<\/p>\n<p>So we took notice last week when the governor&#8217;s budget office<strong><\/strong> <a href=\"http:\/\/dfm.idaho.gov\/Publications\/EAB\/GFRR\/GFRR2013\/GFRevenueReport_Aug2012.pdf\" target=\"_blank\">revised down its estimate<\/a> of revenue coming into the state&#8217;s bank accounts<del><\/del>.<\/p>\n<p>The Division of Financial Management typically<del><\/del> evaluates its forecast for the coming fiscal year in <a href=\"http:\/\/dfm.idaho.gov\/Publications\/EAB\/GFRR\/GFRR2013\/GFRevenueReport_Aug2012.pdf\" target=\"_blank\">August<\/a> and again in January.<\/p>\n<p>In past years, a downward revision in August has meant hold-backs &#8212; that&#8217;s when the state cuts agency budgets midway through the fiscal year.\u00a0 But legislative budget and policy analyst Keith Bybee doesn&#8217;t anticipate hold-backs this time around. <!--more--><\/p>\n<p>&#8220;We carried over close to $100 million from [fiscal year] 2012 to 2013,&#8221; says Bybee.\u00a0 &#8220;We&#8217;ve got plenty of reserves to cover the &#8217;13 budget, what will be interesting is the 2014 budget.&#8221;<\/p>\n<p>Bybee says if the state doesn&#8217;t see significant economic growth between now and then, the state may not have the cash to cover structural imbalances in the budget.\u00a0 &#8220;All bets are off as far as are we cutting or growing the budget [in 2014],&#8221; Bybee says.<\/p>\n<p>One of the main reasons DFM revised the budget forecast down is because the <a title=\"Tax Cut For Top Earners Is Official\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/04\/05\/tax-cut-for-top-earners-is-official\/\" target=\"_blank\">Legislature approved a tax cut<\/a> for Idaho&#8217;s top earners.\u00a0 That means about $30 million automatically disappears from Idaho&#8217;s annual balance sheet.<\/p>\n<p>Bybee<del><\/del> believes another reason for that forecast change is because Idaho&#8217;s jobless rate isn&#8217;t steadily improving.\u00a0 After nine straight months of a declining unemployment rate, that measure of economic<a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/06\/15\/idahos-may-jobless-rate-goes-up-ends-9-straight-months-of-decline\/\" target=\"_blank\"> health ticked up in May<\/a>.\u00a0 It <a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/07\/20\/idahos-jobless-rate-ticks-down-employment-gains-in-construction-and-professional-services\/\" target=\"_blank\">dropped slightly in June<\/a>.\u00a0 On Friday we&#8217;ll see how July fared.<\/p>\n<p>While these incremental changes to the state&#8217;s revenue forecast may not carry much weight for the average person,\u00a0<del><\/del>it&#8217;s a significant measure of how Idaho&#8217;s economy is faring.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>If fewer Idahoans have jobs, that means the state doesn&#8217;t collect as much revenue.\u00a0 That in turn can determine how much money is available for schools, road repair and health services.
