Governor\u2019s Work Group On Medicaid Meets Monday<\/a><\/li><\/ul><\/div><div class=\"topics\"><h5>Topics<\/h5><p class=\"topic\"><img class=\"alignleft\" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2011\/09\/Medical_KarenDSilva_Getty_THUMB-60x60.jpg\" height=\"60\" width=\"60\" \/><a href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/medicaid\/\">An Essential Guide to Idaho\u2019s Medicaid Program<\/a><\/p><\/div><\/div>\n<p>The state can&#8217;t yet estimate how much that 10 percent will cost, in dollar terms.\u00a0 But, many on the governor&#8217;s panel, including Idaho Hospital Association president Steve Millard, say the state can&#8217;t afford not to expand Medicaid eligibility.<\/p>\n<p>\u201cThe more preventive care we can do, the healthier people will become and the less it will cost the rest of us,\u201d says Millard.\u00a0 Right now, Millard says many of the people who aren&#8217;t receiving health care through Medicaid end up at emergency rooms for basic ailments that have gone untreated.<\/p>\n<p>As <em>StateImpact<\/em> <a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/07\/13\/idaho-could-save-money-by-expanding-medicaid\/\" target=\"_blank\">reported last month<\/a>, often times those ER costs get shifted to Idaho&#8217;s Catastrophic Health Care or CAT fund, which is costing the state about $35 million annually, and counties another $30 million each year.\u00a0 <del><\/del>What&#8217;s more, the Department of Health and Welfare expects CAT fund costs to dramatically increase over the next ten years.<\/p>\n<p>\u201cIt just doesn\u2019t make any sense to me to fund the CAT program the way it is now,&#8221; says Millard, &#8220;when there are federal dollars available [to expand Medicaid].\u201d<\/p>\n<p>In addition, the Department of Health and Welfare estimates it could save up to $11 million in other services and programs if Medicaid is expanded.<\/p>\n<p>Leavitt Partners anticipates most of the Idahoans who would become eligible for Medicaid under an expanded system are between ages 25 and 54.\u00a0 Most, they say, are single adults, most haven&#8217;t had regular access to health care, and most suffer from some kind of chronic health condition.<\/p>\n<p>Leavitt&#8217;s Laura Summers told the panel the costs to pay for these additional people will vary greatly depending on how long they&#8217;ve been uninsured and what their specific conditions are.<\/p>\n<p>Leslie Clement is the Idaho Department of Health and Welfare&#8217;s deputy director of <a title=\"An Essential Guide to Idaho\u2019s Medicaid Program\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/medicaid\/\" target=\"_blank\">Medicaid<\/a>.\u00a0 She says it would be smart for the state to expand the program, even with some of the uncertainties Idaho faces.<\/p>\n<p>\u201cI know Medicaid isn\u2019t a popular program,&#8221; Clement says.\u00a0 &#8220;But I think it\u2019s far better than dealing with <a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/06\/29\/nearly-20-percent-of-idahoans-dont-have-health-insurance\/\" target=\"_blank\">17 percent uninsured<\/a> in the state of Idaho.\u201d<\/p>\n<p>Leavitt Partners plans to release its full study September 10.\u00a0 The governor&#8217;s panel anticipates meeting again at the end of September.<\/p>\n<p>Here is Leavitt&#8217;s initial presentation to the panel: <div class=\"embed-documentcloud\" style=\"text-align: center;\"><div class=\"DC-embed DC-embed-document DV-container\"> <div style=\"position:relative;padding-bottom:77.22222222222214%;height:0;overflow:hidden;max-width:100%;\"> <iframe src=\"\/\/www.documentcloud.org\/documents\/407536-medicaid-meeting-leavitt-presentation.html?embed=true&amp;responsive=false&amp;sidebar=false\" title=\"Medicaid Meeting Leavitt Presentation (Hosted by DocumentCloud)\" sandbox=\"allow-scripts allow-same-origin allow-popups allow-forms\" frameborder=\"0\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:1px solid #aaa;border-bottom:0;box-sizing:border-box;\"><\/iframe> <\/div> <\/div><\/div><\/p>\n","protected":false},"excerpt":{"rendered":"<p>More than 236,000 Idahoans are currently enrolled in Medicaid.\u00a0 That&#8217;s the federal-state funded health care program for low-income adults and children.\u00a0 If the state chooses to expand eligibility in Idaho to 138 percent of poverty, 100,000 people could join the rolls.
