href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/02\/09\/where-idaho-borrowers-stand-in-todays-mortgage-settlement\/\" target=\"_blank\">multibillion-dollar mortgage settlement<\/a> reached earlier this year has gone into the state&#8217;s general fund, as <em>StateImpact<\/em> <a title=\"Housing Groups Cry Foul As Idaho Holds Onto Settlement Money\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/05\/17\/housing-groups-cry-foul-as-idaho-holds-onto-settlement-money\/\" target=\"_blank\">recently reported<\/a>.\u00a0 Now, the state Division of Financial Management&#8217;s <a href=\"http:\/\/dfm.idaho.gov\/Publications\/EAB\/GFRR\/GFRR2012\/GFRevenueReport_June2012.pdf\" target=\"_blank\">May report<\/a> shows that the $13 million directed into the general fund last month helped to offset weaker-than-expected individual income tax collections.<\/p>\n<p>Reports including <a href=\"http:\/\/www.propublica.org\/article\/billion-dollar-bait-switch-states-divert-foreclosure-deal-funds\" target=\"_blank\">this one<\/a> from ProPublica and <a href=\"http:\/\/www.nytimes.com\/interactive\/2012\/05\/16\/business\/16mortgagesettlement-document.html\/#document\/p32\" target=\"_blank\">this one<\/a> from affordable housing group Enterprise Community Partners have pointed out that many states are putting the settlement funds not toward housing programs but toward budget gaps.\u00a0 <!--more-->As ProPublica&#8217;s Paul Kiel and Cora Currier write, &#8220;[w]hat stands out is that even states slammed by the foreclosure crisis are diverting much or all of their money to the general fund.&#8221;<\/p>\n<p>With a foreclosure rate that for much of 2011 was among the highest in the nation, Idaho can certainly be described as a state that was &#8220;slammed.&#8221;\u00a0 <a href=\"http:\/\/www.propublica.org\/special\/where-are-the-foreclosure-deal-millions-going\" target=\"_blank\">This interactive map<\/a> helps put the state in context.<\/p>\n<p>The Division of Financial Management report shows a slight, $3.4 million revenue shortfall for the month of May.\u00a0 The shortfall was mostly due to individual income tax revenue that came in $18 million below its
