{"id":6715,"date":"2012-04-18T14:58:36","date_gmt":"2012-04-18T20:58:36","guid":{"rendered":"http:\/\/stateimpact.npr.org\/idaho\/?p=6715"},"modified":"2012-10-23T21:56:12","modified_gmt":"2012-10-24T03:56:12","slug":"idahos-education-funding-glossary","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/idaho\/2012\/04\/18\/idahos-education-funding-glossary\/","title":{"rendered":"Idaho&#8217;s Education Funding Glossary"},"content":{"rendered":"<div id=\"attachment_6716\"  class=\"wp-caption module image left\" style=\"max-width: 300px;\"><a class=\"fancybox\" title=\"Elementary school children in Tyler, Texas.\" href=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2012\/04\/MarioVillafuerte_Getty1.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-6716\" title=\"Monolingual Hispanic Students Learn English\" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2012\/04\/MarioVillafuerte_Getty1-300x207.jpg\" alt=\"\" width=\"300\" height=\"207\" srcset=\"https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/04\/MarioVillafuerte_Getty1-300x207.jpg 300w, https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/04\/MarioVillafuerte_Getty1-620x429.jpg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><p class=\"wp-media-credit\">Mario Villafuerte \/ Getty Images<\/p><p class=\"wp-caption-text\">Elementary school children in Tyler, Texas.<\/p><\/div>\n<p>The non-partisan Idaho Center for Fiscal Policy <a title=\"Study Questions Constitutionality Of Idaho\u2019s Education Funding Plan\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/04\/13\/study-questions-constitutionality-of-idahos-education-funding-plan\/\" target=\"_blank\">released a report <\/a>questioning the constitutionality of Idaho&#8217;s school funding plan late last week.<\/p>\n<p>Education funding is complicated.\u00a0 It gets even more complex when you throw in jargon.\u00a0 The <a title=\"Study Questions Constitutionality Of Idaho\u2019s Education Funding Plan\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/04\/13\/study-questions-constitutionality-of-idahos-education-funding-plan\/\" target=\"_blank\">center&#8217;s report<\/a> uses Idaho-specific funding terms, and we found ourselves often looking for the definitions of those.\u00a0 So, we complied a list of the frequently used phrases and added some explanation.<\/p>\n<p><em>The definitions come from the Idaho Center for Fiscal Policy, the Idaho Department of Education and the Legislative Services office.<\/em><\/p>\n<p><strong>Maintenance and operation funding (M&amp;O)<\/strong>:\u00a0 Maintenance and operation expenses include teacher salaries, support staff salaries, utilities, building and equipment repair, grounds keeping, and security. <!--more--><\/p>\n<p><strong>Supplemental override levy<\/strong>:\u00a0 <strong><\/strong>Provides additional funding to school districts for maintenance and operations.\u00a0 It requires a simple majority vote, and cannot exceed two years.\u00a0 If a supplemental levy has been in place for seven consecutive years, the voters can be asked, again by a simple majority vote, to make it permanent and ongoing.\u00a0 (<a href=\"http:\/\/www.legislature.idaho.gov\/idstat\/Title33\/T33CH8SECT33-802.htm\">See Section 33\u2013802 (3), Idaho Code<\/a>)<\/p>\n<p><strong>M&amp;O property tax levy<\/strong>:\u00a0 This 0.3 percent equalized property tax levy was repealed at the same time the sales tax was increased by 1-cent during the 2006 Extraordinary Legislative session. As a result \u201afour school districts (Avery, Blaine, McCall-Donnelly and Swan Valley), are allowed to continue M&amp;O levies because of the substantial loss of funds they would have experienced when the state removed the 3 mils or 0.3 percent M&amp;O property tax levy authority from school districts. (Source: Legislative Services Office)<\/p>\n<p><strong>Budget Stabilization levy <\/strong><em>(M&amp;O levy remnant)<\/em>: Four school districts (Blaine County, Swan Valley Elementary, Avery, and McCall-Donnelly) have budget stabilization levies.\u00a0 Each of these school districts generated more in M&amp;O property taxes than the statutory formula provided prior to House Bill 1, during the 2006 Extraordinary Legislative session.\u00a0 The Legislature allows these school districts to continue to levy up to the amounts they would have received in FY 2007. (<a href=\"http:\/\/www.legislature.idaho.gov\/idstat\/Title33\/T33CH8SECT33-802.htm\" target=\"_blank\">See Section 33\u2013802 (2), Idaho Code<\/a>)<\/p>\n<p><strong>Charter levy<\/strong>:\u00a0 Levies for Charter districts (Independent District of Boise City, Independent District of Emmett, and Lewiston Independent) are governed by their charters as opposed to Idaho statutes. Charter <em>districts<\/em> are different than charter <em>schools<\/em>. Charter schools do not have any taxing authority; therefore, they cannot levy. (Source: Idaho Department of Education)<strong><br \/>\n<\/strong><\/p>\n<p><strong><\/strong><strong>Unequalized property tax levy<\/strong>: There has been no adjustment made for M&amp;O or supplemental levies for the vastly different relative wealth per student in Idaho\u2019s 115 school districts.\u00a0 According to the Idaho Center for Fiscal Policy, none of the M&amp;O levies after 2006 have been equalized.\u00a0 (Source: <a href=\"http:\/\/idahocfp.org\/wp-content\/uploads\/2012\/04\/Idaho-Public-School-Funding-1980-to-2013.pdf\" target=\"_blank\">Idaho Center for Fiscal Policy<\/a>)<\/p>\n<p><strong>Equalized property tax levy<\/strong>:\u00a0 There is a mechanism in place to adjust for the property-wealth related disparities in property tax funding capacity across Idaho\u2019s school districts.\u00a0 According to the Idaho Center for Fiscal Policy, most of the M&amp;O levies before 2007 were equalized. This amount includes the year-end adjusted property value (after homeowner exemptions), Rural Electric Association market value equivalent, and the reported Mines Net Profit-Loss value. This market value is used to determine a school district\u2019s eligibility for state school support for the fiscal year.
