Otter <a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/01\/17\/governors-new-normal-means-no-restored-funding-for-health-and-welfare-department\/\" target=\"_blank\">kept mum about state health and welfare spending<\/a> in his State of the State and Budget Address.\u00a0 Meanwhile, advocates for people with developmental disabilities and mental illness kept pushing.<\/p>\n<p>They held a <a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/01\/18\/at-medicaid-panel-a-personal-story-and-calls-for-change\/\" target=\"_blank\">roundtable discussion and press conference<\/a> weeks after the session got underway.\u00a0 In early February, the <a href=\"http:\/\/www.spokesman.com\/blogs\/boise\/2012\/feb\/03\/testimony-impact-medicaid-cuts-funding-priorities-suicide-hotline\/http:\/\/\" target=\"_blank\">effects of the Medicaid cuts<\/a> were a main focus of a public hearing on the state budget. <!--more-->In the end, the pressure paid off.<\/p>\n<p>In late February, news came of a <a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/02\/29\/a-plan-in-the-works-to-reverse-key-medicaid-cuts\/\" target=\"_blank\">plan in the works<\/a> to reverse specific service reductions, at a cost of about $1.5 million.\u00a0 Namely, the bill reinstated preventative and restorative dental services for adults who are eligible for an institutional level of care through Medicaid.\u00a0 It also reversed a cut that forced people with dual diagnoses to choose between receiving skill training for a mental illness or for a developmental disability.\u00a0 Finally, it did away with <a href=\"http:\/\/www.spokesman.com\/blogs\/boise\/2012\/mar\/08\/house-votes-unanimously-reverse-three-last-years-medicaid-cuts\/\" target=\"_blank\">a plan to impose a tiered budgeting system<\/a> on developmentally disabled adults.<\/p>\n<div class=\"related-content alignleft\"><h4 class=\"related-header\">Related<\/h4><div class=\"links\"><h5>Posts<\/h5><ul><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/idaho\/2011\/12\/07\/six-months-in-evaluating-the-effects-of-a-medicaid-cut\/\">Six Months In, Evaluating the Effects of a Medicaid Cut<\/a><\/li><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/02\/20\/a-life-unfolds-as-idaho-sorts-out-its-budget-priorities\/\">A Life Unfolds As Idaho Sorts Out Its Budget Priorities<\/a><\/li><\/ul><\/div><div class=\"topics\"><h5>Topics<\/h5><p class=\"topic\"><img class=\"alignleft\" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2011\/09\/Medical_KarenDSilva_Getty_THUMB-60x60.jpg\" height=\"60\" width=\"60\" \/><a href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/medicaid\/\">An Essential Guide to Idaho\u2019s Medicaid Program<\/a><\/p><\/div><\/div>\n<p>The <a title=\"Your Guide to JFAC (Joint Finance Appropriations Committee)\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/jfac\/\" target=\"_blank\">Joint Finance-Appropriations Committee<\/a> voted to <a href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/03\/09\/medicaid-funding-includes-reversal-of-key-cuts\/\" target=\"_blank\">include those changes<\/a> in the Medicaid budget, which won the support of the full Legislature.<\/p>\n<p>Rep. Wendy Jaquet (D-Ketchum) says the legislature managed to address the most critical problems that have arisen in the wake of the 2011 Medicaid cuts, something she didn&#8217;t predict at the start of the 2012 session.<\/p>\n<p>&#8220;Quite frankly, when the governor made his budget speech, I didn\u2019t think we were going to restore anything in the health and welfare budget,&#8221; she said.\u00a0 &#8220;I was really pleased to see JFAC go forward.\u00a0 We were concerned he might veto something, so we were walking, I thought, a fine line.&#8221;<\/p>\n<p><a title=\"What You Should Know About the Division of Financial Management\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/division-of-financial-management\/\">Division of Financial Management<\/a> Administrator Wayne Hammon says Gov.
