Otter signed HB 546 (IGEM) into law this afternoon<\/p><\/div>\n<p>Governor C.L. &#8220;Butch&#8221; Otter has signed into law <a title=\"Governor Otter\u2019s Speech Focuses on Jobs, Education and a Leaner Future\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/01\/09\/governor-otters-speech-focuses-on-jobs-education-and-a-leaner-future\/\" target=\"_blank\">his plan to kick-start<\/a> collaboration between university researchers and private industry.<\/p>\n<p>Otter&#8217;s IGEM, the <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2012\/H0546.htm\" target=\"_blank\">Idaho Global Entrepreneurial Mission<\/a>, spends $5 million to spur local innovation through research.\u00a0 The plan sets aside $1 million in Idaho Department of Commerce grants for start-up businesses, $2 million for the Center for Advanced Energy Studies. <del><\/del>Another $2 million<del><\/del> will be split between Idaho&#8217;s three research universities.<!--more--><\/p>\n<p>[bill id=&#8221;H 546&#8243; state=id session=&#8221;2012&#8243; align=left]<\/p>\n<p>The <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2012\/H0546.htm\" target=\"_blank\">bill<\/a> sailed through the legislature in just four weeks, passing both chambers virtually unopposed.\u00a0 <em>The Associated Press<\/em> reported some Idaho lawmakers did express concern:<\/p>\n<blockquote><p>&#8220;Some lawmakers have worried Otter&#8217;s initiative, which is modeled after a Utah program, meddles too much in private industry.\u00a0 Department of Commerce director Jeff Sayer says IGEM&#8217;s benefits may not be immediate, but he&#8217;s hopeful for its potential.&#8221; &#8211; AP<\/p><\/blockquote>\n<p>IGEM is modeled after a similarly-named program in Utah known as USTAR.\u00a0 Although, in Utah, as NPR recently reported, the <a href=\"http:\/\/www.npr.org\/2012\/03\/12\/148252561\/on-utahs-silicon-slopes-tech-jobs-get-a-lift\" target=\"_blank\">state invested $100 million<\/a> into the project.<\/p>\n<p><del><\/del>A quick Google search finds that Gov. Otter&#8217;s IGEM is not the only one out there.\u00a0 iGEM (with a lowercase &#8216;i&#8217;) is also the acronym for an <a href=\"http:\/\/igem.org\/About\" target=\"_blank\">MIT spin-off non-profit<\/a> based in Cambridge, Massachusetts.
