ranking in an analysis of government transparency released today.\u00a0 The U.S. Public Interest Research Group <a href=\"http:\/\/www.uspirg.org\/sites\/pirg\/files\/reports\/Following%20the%20Money%20vUS%20WEB.pdf\" target=\"_blank\">study<\/a> focuses on how easily the public can get information about government spending.<\/p>\n<p>&#8220;The main thing is that Idaho is one of the four states that does not have checkbook-level expenditure information,&#8221; Tax and Budget Associate Ryan Pierannunzi explained.\u00a0 &#8220;We consider that the very basic thing that all states should have.&#8221;<!--more--><\/p>\n<p>Idaho also doesn&#8217;t have a designated transparency website.\u00a0 Pierannunzi said that leaves the <a href=\"http:\/\/purchasing.idaho.gov\/\" target=\"_blank\">state&#8217;s purchasing website<\/a> as the best thing available, but that site gives only general and limited information.\u00a0 (It provides a list of government contracts, for example.)\u00a0 &#8220;What really should be out there is how much has the state spent, on what has it spent it, and when,&#8221;\u00a0 Pierannunzi said.<\/p>\n<p>Also worth noting: Idaho was one of only three states that didn&#8217;t respond when U.S. PIRG sent its initial findings to state officials, requesting comment.\u00a0 The survey went to Bill Burns, an administrator with Idaho&#8217;s Department of Administration, and Mark Little, the state purchasing manager.\u00a0 <em>StateImpact<\/em> tried to reach them both this afternoon.\u00a0 Little was out of the office.\u00a0 Burns <a title=\"Update: \u201cF\u201d Is For \u201cFlunk,\u201d But Also For \u201cFunding\u201d\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/03\/15\/update-f-is-for-flunk-but-also-for-funding\/\">has not called back<\/a>.<\/p>\n<p>In his final assessment of where Idaho stands, Pierannunzi offered a cautious zinger. &#8220;I would say, because of its complete lack of much of anything, Idaho is a bit backwards when it comes to providing the information that we look for,&#8221; he said.\u00a0 But there&#8217;s hope.\u00a0 &#8220;Certainly we&#8217;ve seen a lot of states go from failing to leading.\u00a0 For example, West Virginia has an &#8216;A.&#8217;\u00a0 Last year it received an &#8216;F.&#8217;\u00a0 Being a small state is no excuse for not having a transparent government.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Idaho earned last place and an &#8220;F&#8221;
