John Rusche opposes the idea:<\/p>\n<blockquote><p>\u201cThis proposal violates some of my principles. This legislation would allow us to step forward and announce to the world that not only is Idaho financially solvent and fiscally sound, but we just reduced our\u00a0taxes.\u201d &#8211; Eye On Boise<\/p><\/blockquote>\n<p>At the start of the session, Governor C.L. &#8220;Butch&#8221; Otter <a title=\"The Otter Administration\u2019s Key Budget Points\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/01\/09\/the-otter-administrations-key-budget-points\/\" target=\"_blank\">suggested<\/a> lawmakers budget to allow $45 million worth of tax cuts, but he didn&#8217;t detail instructions on how to do that.<\/p>\n<h3>Industry Incentives<\/h3>\n<p>A bill that would give companies specializing in <a href=\"http:\/\/www.spokesman.com\/blogs\/boise\/2012\/feb\/21\/senate-tax-panel-unanimously-endorses-hendersons-aircraft-tax-break-bill\/\" target=\"_blank\">aircraft maintenance and repair a tax break<\/a> on parts installed in Idaho, into out-of-state planes, is headed to the governor&#8217;s desk.\u00a0 House Bill 417 <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2012\/H0417.htm\" target=\"_blank\">passed both chambers unanimously<\/a>.<\/p>\n<p>A measure introduced today is aimed at boosting farm jobs.\u00a0 <em>Capital Press<\/em> reports the &#8220;<a href=\"http:\/\/www.capitalpress.com\/content\/SE-ag-jobs-bill-030212?utm_source=twitterfeed&amp;utm_medium=twitter\" target=\"_blank\">Value-Added Agriculture and Farmer Empowerment Act<\/a>&#8221; would give Idaho farmers an income tax credit of up to $500,000 for adding processing capability.<\/p>\n<blockquote><p>&#8220;The Value-Added Agriculture and Farmer Empowerment Act would allow any producer who invests in new value-added processing capacity to receive 30 percent of their investment as a tax credit, with a cap of $500,000.
