Dean Cameron is co-chairman of JFAC.<\/p><\/div>\n<p>In 2011, <a title=\"Your Guide to JFAC (Joint Finance Appropriations Committee)\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/jfac\/\" target=\"_blank\">Joint Finance Appropriations Committee<\/a> Co-Chairs Rep. Maxine Bell (R-Jerome) and Sen. Dean Cameron (R-Rupert) decided to open Idaho&#8217;s budgeting process to the public.\u00a0 Cameron says the idea was modeled after similar listening sessions in Utah.\u00a0 &#8220;We\u2019ve always wanted to involve public participation in the legislating process,&#8221; says Cameron.\u00a0 &#8220;But the way the process is set up, it doesn\u2019t adequately allow the public to come testify on the budget bill because it\u2019s never drafted until the end [of the session].&#8221;<\/p>\n<p>During the 2011 public budget hearing, more than 1,000 Idahoans filled the Capitol to testify.\u00a0 That was the year lawmakers ended up <a title=\"Medicaid Cuts May Prove Hard to Reverse\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2011\/12\/09\/medicaid-cuts-may-prove-hard-to-reverse\/\" target=\"_blank\">cutting millions of dollars<\/a> from the Health and Welfare Department and K-12 public education budgets.\u00a0 Sen. Cameron says that hearing did influence the way lawmakers ended up cutting.\u00a0 &#8220;The Health and Welfare bill that came forward initially cut a lot more than what ended up happened at the end, that was due in part to the public testimony,&#8221; Cameron says. <!--more--><\/p>\n<p>Cameron hopes the newly formed tradition will continue.\u00a0 He thinks its important for lawmakers to hear directly from the people their decisions are impacting.\u00a0 It&#8217;s a process Sen. Cameron admits can be painful at times, but worthwhile.\u00a0 &#8220;I\u2019ll never forget some of the testimony given,&#8221; Cameron says.\u00a0 &#8220;Mentally challenged folks and fathers and mothers telling stories about their child and the services the state is providing and how a reduction in those services will impact their child.\u00a0 Some of those stories and faces are still very fresh in my mind.&#8221;<\/p>\n<p>Friday&#8217;s <a href=\"http:\/\/legislature.idaho.gov\/sessioninfo\/2012\/interim\/jfac0203_testimony.pdf\" target=\"_blank\">public hearing<\/a> before JFAC is from 8:00 am to 10:30 am in the Capitol Auditorium (WW02).\u00a0 Doors open at 7:00.\u00a0 The committee is limiting testimony to three minutes per person.\u00a0 Lawmakers encourage anyone who wants to testify to also bring a written copy of their remarks.\u00a0 If you&#8217;re unable to attend or the hearing ends before you&#8217;re able to speak, you can email your testimony to lawmakers at for JFACtestimony@lso.idaho.gov.<\/p>\n<p>You can find <a href=\"http:\/\/legislature.idaho.gov\/sessioninfo\/2012\/interim\/jfac0203_testimony.pdf\" target=\"_blank\">more information here<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Idaho budget writers will spend Friday morning listening to constituents.\u00a0 The Idaho Statesman reports it&#8217;s just the second public hearing of its kind in 92 years.
