Numbers will continue to change in the coming weeks.<\/p><\/div>\n<p>As <a title=\"State Lawmakers Trim $33 Million from Governor\u2019s Revenue Estimate\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/01\/24\/state-lawmakers-trim-33-million-from-governors-revenue-estimate\/\" target=\"_blank\">we reported yesterday<\/a>, state lawmakers could have about $33 million less to spend on government services next year.\u00a0 The <a title=\"Idaho\u2019s Budget Process Isn\u2019t a Hard Science\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/01\/23\/idahos-budget-process-isnt-a-hard-science\/\" target=\"_blank\">Economic Outlook and Revenue Assessment Committee<\/a> voted to create the state&#8217;s spending plan with a tax revenue estimate lower than the governor&#8217;s proposal.<\/p>\n<p>This means lawmakers could be faced with choices.\u00a0 Governor Butch Otter laid out his <a title=\"The Otter Administration\u2019s Key Budget Points\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2012\/01\/09\/the-otter-administrations-key-budget-points\/\" target=\"_blank\">budget priorities<\/a> earlier this month.\u00a0 Topping the list: $60 million for state reserves, $41 million in one-time, merit-based bonuses for state employees\u00a0(only if the state meets revenue targets) and $45 million in tax cuts.\u00a0 Plus Otter&#8217;s budget plan includes some increased funding for public schools and higher education. <!--more--><\/p>\n<p>Otter told reporters at a morning Idaho Press Club breakfast he may be willing to rethink those priorities.\u00a0 <em>Eye on Boise<\/em> blogger Betsy Russell <a href=\"http:\/\/www.spokesman.com\/blogs\/boise\/2012\/jan\/25\/otter-state-worker-raises-obama-geddes-more\/\" target=\"_blank\">reports<\/a>:<\/p>\n<blockquote><p>Otter said he&#8217;s in discussions with lawmakers about making a switch in priorities in his budget proposal, switching state employee raises or bonuses from being a \u201csurplus-eliminator\u201d that happens only if revenues meet forecasts, to fully including them in the budget &#8211; while swapping tax cuts to the \u201csurplus-eliminator\u201d category. That&#8217;s something many lawmaker are talking about. \u201cWe&#8217;re discussing that &#8211; I&#8217;m open to the discussion on it,\u201d Otter said.<\/p><\/blockquote>\n<p><em>IdahoReporter<\/em>.com <a href=\"http:\/\/www.idahoreporter.com\/2012\/lower-2013-revenue-target-may-force-lawmakers-to-choose-from-otters-budget-initiatives\/\" target=\"_blank\">writes<\/a> Otter also told reporters lawmakers could still achieve all his budget initiatives as long as revenues meet expectations.\u00a0 But Rep. Darrell Bolz (R-Caldwell) isn&#8217;t so sure.<\/p>\n<blockquote><p>\u201cI\u2019m going to have to look at the numbers,\u201d Bolz said. \u201cI would say it\u2019s going to be pretty difficult to do.\u201d\u00a0 If the lower revenue number means choosing among items on Otter\u2019s wish list, Bolz says lawmakers will have some tough decisions to make. \u201cThat\u2019s going to be the key issue,\u201d he said. \u201cHow much do we do in tax reduction, for example, if we can do any tax reductions?\u201d<\/p><\/blockquote>\n<p>Lawmakers could still vote to change their revenue estimate before budgeting starts next month.\u00a0 EORAC&#8217;s estimate now heads to the <a title=\"Your Guide to JFAC (Joint Finance Appropriations Committee)\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/jfac\/\" target=\"_blank\">Joint Finance Appropriations Committee<\/a> where that panel can either accept the figure or come up with a different one.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As we reported yesterday, state lawmakers could have about $33 million less to spend on government services next year.\u00a0 The Economic Outlook and Revenue Assessment Committee voted to create the state&#8217;s spending plan with a tax revenue estimate lower than the governor&#8217;s proposal.
