she said.\u00a0 &#8220;I was on a good path when I had my services, and when I lost part of them, I just wasn\u2019t able to cope.&#8221;<\/p>\n<p><object height=\"81\" width=\"100%\"><param name=\"movie\" value=\"https:\/\/player.soundcloud.com\/player.swf?url=http%3A%2F%2Fapi.soundcloud.com%2Ftracks%2F92052988&amp;color=17807e&amp;auto_play=false&amp;show_artwork=true&amp;show_playcount=true&amp;show_comments=true\"><\/param><param name=\"allowscriptaccess\" value=\"always\"><\/param><embed allowscriptaccess=\"always\" src=\"https:\/\/player.soundcloud.com\/player.swf?url=http%3A%2F%2Fapi.soundcloud.com%2Ftracks%2F92052988&amp;color=17807e&amp;auto_play=false&amp;show_artwork=true&amp;show_playcount=true&amp;show_comments=true\" type=\"application\/x-shockwave-flash\" width=\"100%\" height=\"81\"><\/embed><\/object><span><a href=\"http:\/\/soundcloud.com\/mollyjulia\/at-medicaid-panel-a-personal\">At Medicaid Panel, A Personal Story And Calls For Change<\/a> <\/p>\n<p><!--more-->Esterline, who has fetal alcohol syndrome and a diagnosis of bipolar disorder, had been living independently, but her situation deteriorated.\u00a0 She was forced to move into a group home.\u00a0 &#8220;I lost ways to help with my anger.\u00a0 So instead of taking deep breaths to cope, I\u2019d hit somebody, or something,&#8221; she said.\u00a0 Esterline moved back into her own apartment last month, but her guardian says her situation is touch-and-go.<\/p>\n<p>DisAbility Rights Idaho Executive Director Jim Baugh says there will be more stories like this as the nearly $100 million in federal and state spending cuts made last session continue to take effect.\u00a0 He says he and other advocates are drafting legislation to reverse some of the cuts. &#8220;We need to reverse the rule that says you have to choose between treatment for your developmental disability and your mental illness,&#8221; he said.\u00a0 That language needs to be changed.&#8221;\u00a0 Restoring preventative dental services for adult Medicaid recipients is another priority.<\/p>\n<p>Another key point came from panel member Mike Ferguson, the state\u2019s former chief economist.\u00a0 He maintained that the budgets for the two most recent fiscal years were based on artificially low revenue estimates.\u00a0 That, he says, has taken $235 million dollars off of the table, leaving less for public services.<\/p>\n<p>As the overall cost of Idaho\u2019s Medicaid program rises due to <a title=\"Idaho\u2019s Medicaid Program by the Numbers\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2011\/12\/08\/idahos-medicaid-program-by-the-numbers\/\" target=\"_blank\">growing enrollment<\/a> and greater needs, arguments for restored services may face and uphill fight.\u00a0 For example, this week Republican Representative Steve Thayne <a href=\"http:\/\/www.idahoreporter.com\/2012\/medicaid-eats-up-at-least-17-percent-of-state-budget-and-number-could-grow\/\" target=\"_blank\">said<\/a> he is exploring legislation to cap Medicaid spending\u2019s share of the state budget.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Medicaid recipients, their advocates and service providers want to drive home the point that cuts to the program have real effects for individuals and communities.\u00a0 At a roundtable discussion this morning they called for a restoration of services that have been reduced in recent years.
