{"id":3519,"date":"2012-01-11T12:50:38","date_gmt":"2012-01-11T19:50:38","guid":{"rendered":"http:\/\/stateimpact.npr.org\/idaho\/?p=3519"},"modified":"2012-01-11T12:54:10","modified_gmt":"2012-01-11T19:54:10","slug":"whats-at-stake-in-idahos-health-insurance-exchange-debate","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/idaho\/2012\/01\/11\/whats-at-stake-in-idahos-health-insurance-exchange-debate\/","title":{"rendered":"What&#8217;s At Stake In Idaho&#8217;s Health Insurance Exchange Debate"},"content":{"rendered":"<div id=\"attachment_3605\"  class=\"wp-caption module image right\" style=\"max-width: 300px;\"><a href=\"http:\/\/www.statehealthfacts.org\/comparemaptable.jsp?ind=962&amp;cat=17&amp;sub=205&amp;yr=1&amp;typ=5\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-3605\" title=\"KaiserMap1\" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2012\/01\/KaiserMap1-300x205.jpg\" alt=\"\" width=\"300\" height=\"205\" srcset=\"https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/01\/KaiserMap1-300x205.jpg 300w, https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/01\/KaiserMap1-620x425.jpg 620w, https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/01\/KaiserMap1-220x150.jpg 220w, https:\/\/stateimpact.npr.org\/idaho\/files\/2012\/01\/KaiserMap1.jpg 703w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><p class=\"wp-media-credit\">Kaiser State Health Facts \/ Kaiser Family Foundation<\/p><p class=\"wp-caption-text\">Click the map to get more information<\/p><\/div>\n<p>It&#8217;s shaping up to be one of the <a title=\"Health Insurance Exchange Will Be A Major Debate in Upcoming Session\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2011\/12\/26\/health-insurance-exchange-will-be-a-major-debate-in-upcoming-session\/\" target=\"_blank\">main debates<\/a> of the legislative session: whether Idaho will create its own health insurance exchange or reject more than $20 million in federal grant money, leaving the federal government to craft an exchange.\u00a0 Health insurance exchanges are a critical component of the Affordable Care Act.\u00a0 They&#8217;re often termed &#8220;marketplaces&#8221; because their primary function will be to allow consumers to compare health insurance options based on price and coverage.<\/p>\n<p>According to <a href=\"http:\/\/www.statehealthfacts.org\/comparemaptable.jsp?ind=962&amp;cat=17&amp;sub=205&amp;yr=1&amp;typ=5\" target=\"_blank\">this map<\/a> from Kaiser State Health Facts, Idaho is one of 22 states considering its options with respect to establishing an exchange.\u00a0 <!--more-->Fourteen states have already created exchanges, including neighboring states Utah, Nevada, Oregon and Washington, and five more states have plans to create them.\u00a0 States that are still weighing what to do are running against the clock, as <a href=\"http:\/\/www.kff.org\/healthreform\/upload\/8213.pdf\" target=\"_blank\">this Kaiser report<\/a> explains.\u00a0 If the federal Department of Health and Human Services finds that a state has not made sufficient progress toward establishing an exchange by January of next year, the federal government will administer an exchange on those states&#8217; behalf.\u00a0 Under the Affordable Care Act, exchanges must be functioning in every state by January<del><\/del> 2014.<\/p>\n<p>As Idaho weighs whether to create its own exchange, what are the stakes?\u00a0 In an interview with <em>StateImpact<\/em> <em>Idaho<\/em> last month, Rep.
