Employers have no idea what it will cost them to comply with new health care mandates. I understand their hesitation. But that\u2019s stifling employment growth.&#8221; &#8211; Gov. Otter, 2011 State of the State<\/p>\n<\/div>\n<\/blockquote>\n<p>Nearly one year later, Otter stands by that statement.\u00a0 He explains why when we interviewed him earlier this month:<\/p>\n<p><iframe loading=\"lazy\" width=\"500\" height=\"281\" src=\"http:\/\/www.youtube.com\/embed\/qLu0mzpGDFE?feature=oembed\" frameborder=\"0\" allowfullscreen><\/iframe><\/p>\n<p>Idaho is one of 26 states suing the federal government over the health care law.\u00a0 At the same time, Idaho has <a href=\"http:\/\/www.spokesman.com\/stories\/2011\/sep\/20\/otter-oks-fed-grant-insurance-exchange\/?prefetch=1\" target=\"_blank\">accepted federal money<\/a> to begin<del><\/del> creating a health insurance exchange, an online marketplace for buying and selling insurance mandated by the federal law.\u00a0 We&#8217;ll have more on that in the coming weeks.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>At Governor C.L. &#8220;Butch&#8221; Otter&#8217;s annual State of the State Address last January he said federal programs, like the Affordable Care Act\u00a0hurt local job creation. &#8220;For businesses, economic and financial uncertainty caused in large part by misguided federal programs and policies are undermining confidence in the marketplace.
