Brent Hill (R-Rexburg) says lowering taxes this session will be met with resistance, and will likely require a trade-off in order to pass muster.\u00a0 &#8220;If we lower the tax rate, for small businesses as well as corporations, I think you\u2019ll see we\u2019ll have to phase out the <a title=\"Idaho\u2019s 5 Most Popular Business Tax Incentives\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2011\/11\/03\/idahos-5-most-popular-business-tax-incentives\/\" target=\"_blank\">investment credit<\/a> at the same time we lower the\u00a0rate,&#8221; says Hill.<\/p>\n<p>Governor Butch Otter says the state needs to be bringing in more revenue before it can consider lowering tax rates.\u00a0 And if a tax decrease is agreed upon, it would need to happen over a period of time, the governor says.<!--more--><\/p>\n<p><iframe loading=\"lazy\" width=\"500\" height=\"281\" src=\"http:\/\/www.youtube.com\/embed\/LpHU1GeP2Bo?feature=oembed\" frameborder=\"0\" allowfullscreen><\/iframe><\/p>\n<p>The governor was more tight lipped when it comes to the tax incentive side.\u00a0 Otter&#8217;s <a title=\"Your Guide to the Hire One\u00a0Act\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/hire-one-act\/\" target=\"_blank\">Hire One Act<\/a>, which passed last session in an effort to create jobs, is set to expire at the end of 2012.<\/p>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>Do you intend to try and extend Hire One?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>I think what we\u2019ll do is look at our experience and see what kind of progress we made with that incentive.\u00a0 And if it&#8217;s generating the kind of activity and income that we were looking for.\u00a0 Even by extending it, it might be a net wash.\u00a0 We\u2019ll just have to see what that experience is, and in many cases we won\u2019t know that until April 15<sup>th<\/sup>.<\/p>\n<p class=\"question\"><span class=\"abbr\" title=\"question\">Q: <\/span>Are you working on other incentive proposals?<\/p>\n<p class=\"answer\"><span class=\"abbr\" title=\"answer\">A: <\/span>There are some, but those will be covered in the State of the State (January 9th).<\/p>\n<p>Lawmakers could also be faced with proposals to increase taxes.\u00a0 Rep.
