{"id":2759,"date":"2011-12-13T13:32:52","date_gmt":"2011-12-13T20:32:52","guid":{"rendered":"http:\/\/stateimpact.npr.org\/idaho\/?p=2759"},"modified":"2012-01-11T12:26:55","modified_gmt":"2012-01-11T19:26:55","slug":"power-brokers-meet-five-of-idahos-most-influential-legislators","status":"publish","type":"post","link":"https:\/\/stateimpact.npr.org\/idaho\/2011\/12\/13\/power-brokers-meet-five-of-idahos-most-influential-legislators\/","title":{"rendered":"Power Brokers: Meet Five of Idaho&#8217;s Most Influential Legislators"},"content":{"rendered":"<p>We&#8217;ve been asking policy makers, news media and special interest groups, &#8220;Who are the Idaho legislators with the most influence?&#8221;\u00a0 The list we came up with isn&#8217;t especially scientific.\u00a0 But by and large, these names came up repeatedly.\u00a0 <del><\/del>That&#8217;s not surprising because\u00a0each lawmaker who made our list is either a party leader or chairperson of a critical economic policy committee.<\/p>\n<h3>Brent Hill (R-Rexburg), Senate President Pro-Tem:<\/h3>\n<div id=\"attachment_2801\"  class=\"wp-caption module image right\" style=\"max-width: 277px;\"><a class=\"fancybox\" title=\"\" href=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2011\/12\/BrentHill.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-2801\" title=\"BrentHill\" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2011\/12\/BrentHill.jpg\" alt=\"\" width=\"277\" height=\"251\" srcset=\"https:\/\/stateimpact.npr.org\/idaho\/files\/2011\/12\/BrentHill.jpg 277w, https:\/\/stateimpact.npr.org\/idaho\/files\/2011\/12\/BrentHill-220x199.jpg 220w\" sizes=\"(max-width: 277px) 100vw, 277px\" \/><\/a><p class=\"wp-media-credit\">Brent Hill \/ Flickr<\/p><p class=\"wp-caption-text\"> <\/p><\/div>\n<p>Senator Brent Hill joined the Idaho legislature in 2001.\u00a0 His colleagues voted him President Pro Tempore at the start of the 2011 session.\u00a0 It&#8217;s the Pro-Tem&#8217;s job<del><\/del> to set the daily schedule of hearing bills on the Senate floor and to assign <del><\/del>bills to committee.\u00a0 The Pro-Tem and the Speaker of the House are the two people who can single-handedly control the discussion and debate at the legislature. <!--more-->Hill recently retired from his Rexburg accounting practice.\u00a0 He says the key to economic growth in the state is maintaining a stable tax structure and providing a solid public education.\u00a0 &#8220;For the most part, our legislature is very committed to our public education system,&#8221; Hill says.\u00a0 &#8220;Our first priority is to restore some of the cuts that went to public education.\u00a0 Our education is an investment in the economic future as well as the future of our citizens.&#8221;<\/p>\n<p>Sen. Lawerence Denney was first elected to the Idaho Legislature in 1990.\u00a0 He&#8217;s been Speaker of the House since 2006.\u00a0 Being Speaker comes with a certain amount of power.\u00a0 The Speaker can decide when or if a bill is debated.\u00a0 He can choose which committee gets first crack at a piece of legislation, and he can determine the daily schedule of votes &#8212; all of which can be used very strategically at times.<\/p>\n<p>Denney&#8217;s background is in agriculture, and he&#8217;s also a Vietnam veteran.\u00a0 Rep. Maxine Bell\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/maxine-bell\/\" target=\"_blank\">Rep. Maxine Bell<\/a> chairs the House Appropriations Committee and she co-chairs <a title=\"Your Guide to JFAC (Joint Finance Appropriations Committee)\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/jfac\/\" target=\"_blank\">JFAC <\/a>with Sen. Dean Cameron.\u00a0 She was first elected to the Idaho Legislature in 1988.\u00a0 She&#8217;s currently serving her 12th term.<\/p>\n<p>Rep. Bell says the state budget is always the overriding issue during any legislative session, whether the state is flush with cash, or facing budget cuts.\u00a0 She says it&#8217;s always a challenge &#8220;trying to separate the needs from the wants and to apportion out the limited resources.&#8221;\u00a0 Bell says, &#8220;It\u2019s a difficult situation that we\u2019re still in.&#8221;<\/p>\n<div id=\"attachment_2821\"  class=\"wp-caption module image right\" style=\"max-width: 214px;\"><a class=\"fancybox\" title=\"\" href=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2011\/12\/DennisLake1.jpg\" rel=\"\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-2821\" title=\"DennisLake\" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2011\/12\/DennisLake1.jpg\" alt=\"\" width=\"214\" height=\"299\" \/><\/a><p class=\"wp-media-credit\">Idaho State Legislature<\/p><p class=\"wp-caption-text\"> <\/p><\/div>\n<h3>Representative Dennis Lake (R-Blackfoot)<\/h3>\n<p>Rep. Dennis Lake was first elected to the Idaho Legislature in 1996.\u00a0 He&#8217;s currently chairman of the House Revenue and Taxation Committee, commonly referred to as Rev &amp; Tax.\u00a0 That&#8217;s the place where all tax bills are required to start in the legislative process.\u00a0 So if there is a proposal to raise the <a title=\"Republican Lawmaker Considering a Tobacco Tax Increase Bill\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2011\/12\/06\/republican-lawmaker-considering-a-tobacco-tax-increase-bill\/\" target=\"_blank\">tobacco tax<\/a> or lower the corporate income tax, Lake&#8217;s committee will get a first look at shaping the proposals into law and deciding whether the bill should move forward to the House.<\/p>\n<h3>Honorable mentions:<\/h3>\n<p>You may have noticed our list of Idaho&#8217;s five most influential legislators doesn&#8217;t include any Democrats.\u00a0 Part of the reason<del><\/del> is because Democrats don&#8217;t hold any majority leadership positions or committee chairmanships.\u00a0 Democrats are far outnumbered in the Idaho Legislature. In the House there are 13 Democrats and 57 Republicans. In the Senate there are seven Democrats and 27 Republicans.<\/p>\n<p>Still, two Democrats stand out as leaders in their own party: House Minority Leader<a href=\"http:\/\/johnrusche.us\/\" target=\"_blank\"> John Rusche<\/a> (D-Lewiston) and Senator <a href=\"http:\/\/www.elliotwerk.org\/\" target=\"_blank\">Elliot Werk<\/a> (D-Boise).\u00a0<strong><\/strong><\/p>\n<p>Any list of influential lawmakers wouldn&#8217;t be complete without naming Idaho&#8217;s Governor,\u00a0 Republican<a title=\"What You Should Know About Governor C.L. \u201cButch\u201d Otter\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/butch-otter\/\" target=\"_blank\"> C.L. &#8220;Butch&#8221; Otter<\/a>.<strong>\u00a0 <\/strong>While the governor doesn&#8217;t have the authority to appropriate money, he has the power to veto any bill legislators send to his desk.<\/p>\n<blockquote><p>Editors Note:<\/p>\n<p>We reported that Democrats in the Idaho Legislature do not hold any committee chairmanships, when in fact, Sen.
