That&#8217;s a fraction, less than one percent, of the state&#8217;s <a href=\"http:\/\/legislature.idaho.gov\/budget\/publications\/GFBudgetUpdate\/BudgetUpdate.pdf\" target=\"_blank\">general fund budget<\/a>.<\/p>\n<p>Far and away the largest share of that cut is the $20 million approved to offset the effect of partially <a title=\"County Commissioner\u2019s Response To Business Tax Resolution: Relief\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/03\/28\/county-commissioners-response-to-business-tax-resolution-relief\/\" target=\"_blank\">repealing Idaho&#8217;s business personal property tax<\/a>. The repeal means about 90 percent of Idaho companies won&#8217;t pay personal property tax on their business equipment and machinery.<\/p>\n<p>Lawmakers also approved three other measures that will mean $698,900 less in the state&#8217;s main bank account. Two of those pieces of legislation, <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0002.htm\" target=\"_blank\">House Bill 2<\/a> and <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0139.htm\" target=\"_blank\">House Bill 139<\/a>, make changes to the state&#8217;s tax code. The other<a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0187.htm\" target=\"_blank\"> exempts food and beverage samples<\/a> from the sales tax. <!--more--><\/p>\n<p>The Legislature also approved a <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0242.htm\" target=\"_blank\">tax exemption for land developers<\/a> who make site improvements, and an <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0140.htm\" target=\"_blank\">exemption on tribal reservation lands<\/a>. A legislative analyst says both of those affect property taxes<del><\/del>, which are assessed at the county level, and don&#8217;t have a direct general fund impact. Another approved tax change will <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0141.htm\" target=\"_blank\">exempt wells drilled for oil and gas production<\/a> in Idaho. Again, there is no projected general fund impact, because this bill affects severance taxes.<\/p>\n<p>A measure important to Idaho&#8217;s growing tech industry clarifies the <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0243.htm\" target=\"_blank\">status of cloud computing<\/a>, that is, delivering service over the internet instead of offering software for purchase on a store shelf. According to Legislative Services, the state Tax Commission hasn&#8217;t been collecting sales tax on cloud computing services, so there is no negative budget impact.<\/p>\n<p>As for the tax exemptions or credits that didn&#8217;t pass this year, most of the proposals were approved by the House, but didn&#8217;t make it through the Senate.<\/p>\n<ul>\n<li>Idaho will still be <a title=\"With $140,000 On The Line, Idaho Girl Scouts Try Their Hand At Lobbying\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/02\/19\/with-140000-on-the-line-idaho-girl-scouts-try-their-hand-at-lobbying\/\" target=\"_blank\">one of just two states<\/a> that makes Girl Scouts pay sales tax on their annual cookie sale proceeds. Despite a concerted lobbying effort by area Scouts, the Senate didn&#8217;t introduce, debate or vote on the $140,000 exemption. The House passed the bill 59-11.<\/li>\n<\/ul>\n<ul>\n<li>The House also approved a <a title=\"A Sales Tax Exemption For Anti-Abortion Resource Clinics Passes The Idaho House\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/02\/12\/a-sales-tax-exemption-for-anti-abortion-resource-clinics-passes-the-house\/\" target=\"_blank\">$10,000 tax exemption for anti-abortion pregnancy clinics<\/a>, but the bill went nowhere in the Senate.<\/li>\n<\/ul>\n<ul>\n<li>House lawmakers barely passed a $10 million tax credit for people who <a href=\"http:\/\/hosted2.ap.org\/IDIDF\/da3fe38944e7455284f48031646191ec\/Article_2013-03-20-Private%20School%20Tax%20Credit-House\/id-94b775ed63894e09b18efe460a82ca4f\" target=\"_blank\">donate to religious or private schools<\/a>. The Senate never took up the bill.<\/li>\n<li>The House approved a <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0088SOP.pdf\" target=\"_blank\">$10.4 million tax credit for employers who hire veterans<\/a>. The bill would have repealed Idaho&#8217;s <a title=\"Your Guide to the Hire One Act\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/hire-one-act\/\" target=\"_blank\">Hire One Act<\/a> and replaced it with this measure. The Senate didn&#8217;t debate or vote on the bill.<\/li>\n<li>Lawmakers in the House approved a $15,000 tax exemption for <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0157.htm\" target=\"_blank\">private, nonprofit homeless shelters<\/a> in an overwhelming 68-2 vote. The Senate didn&#8217;t debate or vote on the bill.<\/li>\n<li>Two House proposals would have increased revenue by $392,500. <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0013.htm\" target=\"_blank\">House Bill 13<\/a> failed 19-50. <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0070.htm\" target=\"_blank\">House Bill 70<\/a> didn&#8217;t make it out of committee.<\/li>\n<\/ul>\n<p>A <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0106.htm\" target=\"_blank\">$100,000 tax credit for donations<\/a> made to the Assistance League of Boise didn&#8217;t make it through either chamber, nor did a tax credit for investments made to <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0051.htm\" target=\"_blank\">value-added agricultural improvements<\/a>.<\/p>\n<p>Last year, lawmakers approved a <a href=\"https:\/\/stateimpact.npr.org\/idaho\/2012\/03\/29\/idahos-top-earners-will-get-a-tax-break\/\" target=\"_blank\">$35 million tax cut <\/a>for top income earners and approved a handful of <a href=\"https:\/\/stateimpact.npr.org\/idaho\/2012\/04\/04\/session-wrap-lawmakers-expand-tax-exemptions\/\" target=\"_blank\">new tax exemptions<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Idaho Legislature will go home today having approved nearly $20.7 million in tax cuts.
