There\u2019s A Tax On That\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/02\/07\/girl-scout-cookies-sold-in-idaho-theres-a-tax-on-that\/\" target=\"_blank\">Idaho and Hawaii are the only two states<\/a> that tax the sale of Girl Scout cookies. In Idaho, 22 cents from every box sold goes to the state. There&#8217;s A Tax On That<\/a><\/li><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/02\/19\/with-140000-on-the-line-idaho-girl-scouts-try-their-hand-at-lobbying\/\">With $140,000 On The Line, Idaho Girl Scouts Try Their Hand At Lobbying<\/a><\/li><li class=\"link\"><a href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/02\/25\/what-idaho-lawmakers-know-and-dont-when-making-tough-tax-policy-decisions\/\">What Idaho Lawmakers Know &#8211; And Don&#8217;t &#8211; When Making Tough Tax Policy Decisions<\/a><\/li><\/ul><\/div><div class=\"topics\"><h5>Topics<\/h5><p class=\"topic\"><img class=\"alignleft\" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2012\/05\/158263336.jpg\" height=\"60\" width=\"60\" \/><a href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/tax-exemptions\/\">Your Guide To Idaho&#8217;s Tax Exemptions<\/a><\/p><p class=\"topic\"><img class=\"alignleft\" src=\"http:\/\/stateimpact.npr.org\/idaho\/files\/2011\/10\/WallaceID_ChadCase_Getty-60x60.jpg\" height=\"60\" width=\"60\" \/><a href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/sales-tax\/\">Your Guide to Idaho&#8217;s Sales Tax<\/a><\/p><\/div><\/div>\n<p>The tax exemption bill may have a tougher time in the Senate, where <a title=\"Meet Idaho Senate President Pro-Tem Brent Hill\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/brent-hill\/\" target=\"_blank\">President Pro Tem Brent Hill (R-Rexburg)<\/a> has said he&#8217;s not sure if the bill will even get a hearing.<\/p>\n<p>During an Idaho Press Club lunch last week, Hill said lawmakers need to rethink the strategy of granting tax exemptions to individual organizations that lobby lawmakers each year.<\/p>\n<p>&#8220;I&#8217;m going to get in so much trouble for this but, you know those same Girls Scouts that want a little bit extra for their camps this year, those are going to be mothers down the road that are going to be shopping for groceries to put food on the table for their kids,&#8221; said Hill. &#8220;If we have to raise the sales tax to 7 cents or 6.5 cents down the road because we keep adding more and more and more exemptions, how are we going to control that?&#8221;<\/p>\n<p>Hill said if the state eliminated some of its <a title=\"Your Guide To Idaho\u2019s Tax Exemptions\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/tax-exemptions\/\" target=\"_blank\">sales tax exemptions<\/a>, lawmakers could look at lowering the 6 percent tax.<\/p>\n<p>&#8220;We need to broaden the base and lower the rate.\u00a0 We shouldn&#8217;t be reducing the base and raising the rate, which will eventually result in rate increases if we just keep allowing every exemption by every worthy cause,&#8221; Hill said. &#8220;We either need to come up with a policy and guidelines for which charitable organizations we&#8217;re going to permit to have exemptions, or else don&#8217;t permit exemptions for any of them. Let&#8217;s not pick and choose by who hired the best lobbyist, or who has the best in with some legislator, or who can tell the saddest story.
