This bill broadens the <a title=\"The Ultimate Guide To Idaho\u2019s Personal Property Tax\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/personal-property-tax\/\" target=\"_blank\">business personal property tax<\/a> exemptions that would be granted under <a title=\"Counties Present Plan To Partially Exempt Business Personal Property\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/03\/07\/counties-present-plan-to-partially-exempt-business-personal-property\/\">the Association of Counties&#8217; <em>existing<\/em> bill<\/a>, which was introduced the week before last.<\/p>\n<p>The <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0315.htm\" target=\"_blank\">new bill<\/a> would exempt items with an acquisition price of $3,000 or less from the tax on business equipment and machinery. It would also exempt the first $100,000 of business personal property from taxation for all businesses in the state. The <a title=\"Map: Who Benefits Most If Idaho\u2019s Business Personal Property Tax Is Eliminated\" href=\"http:\/\/stateimpact.npr.org\/idaho\/maps\/map-who-benefits-most-if-idahos-business-personal-property-tax-is-eliminated\/\">90 percent of businesses<\/a> that are expected to pay no personal property tax if the $100,000 exemption is approved would file an application with their county assessor once every five years, instead of annually.<\/p>\n<p>The bill <a href=\"http:\/\/www.legislature.idaho.gov\/legislation\/2013\/H0315SOP.pdf\" target=\"_blank\">has an estimated yearly cost of $20 million<\/a>, since lost local tax revenue would be replaced from the state general fund.<\/p>\n<p>This is the third business personal property tax bill introduced during the 2013 legislative session. The House Revenue and Taxation Committee last week <a title=\"Local Leaders Turn Out To Oppose Business Lobby Tax Plan\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/03\/12\/local-leaders-turn-out-to-oppose-business-lobby-tax-plan\/\">held a public hearing<\/a> on the <a title=\"What You Should Know About The Two Bills To Repeal An Idaho Business Tax\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/03\/11\/what-you-should-know-about-the-two-bills-to-repeal-an-idaho-business-tax\/\">two existing bills<\/a>, one from the Idaho Association of Counties, and the other from the Idaho Association of Commerce and Industry (IACI).<\/p>\n<p>IACI, a lobbying group that represents many of Idaho&#8217;s largest businesses, favors eliminating the tax between now and 2019. That proposal reportedly has the support of Gov.
