Malek is the second-youngest member of the Idaho Legislature.<\/p><\/div>\n<p>Sixteen Republican House members, all of them freshmen, this morning <a href=\"https:\/\/www.documentcloud.org\/documents\/603303-16-house-freshmen-announce-support.html\" target=\"_blank\">announced their support <\/a>for a bill to create a state-based health insurance exchange. That bill, promoted by Gov. C.L. &#8220;Butch&#8221; Otter and <a title=\"Gov. Otter\u2019s Health Insurance Exchange Plan Moves Forward\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/02\/07\/gov-otters-health-insurance-exchange-plan-moves-forward\/\" target=\"_blank\">currently in the Senate<\/a>, is one of the most controversial of the 2013 session.<\/p>\n<p>The first-year lawmakers constitute a key block of support, <a href=\"http:\/\/blogs.idahostatesman.com\/new-trailer-bill-boosting-oversight-on-otter-health-exchange-introduced-in-house\/\" target=\"_blank\">says the <em>Idaho Statesman<\/em>&#8216;s Dan Popkey<\/a>. <em>The Spokesman-Review&#8217;s<\/em> Betsy Russel <a href=\"http:\/\/www.spokesman.com\/stories\/2013\/feb\/13\/idaho-house-freshmen-band-together-exchange-bill\/\" target=\"_blank\">reports<\/a> they may give the exchange plan the votes it needs to pass in the Idaho House. However, the lawmakers&#8217; support of Otter&#8217;s exchange bill is contingent on the passage of a companion measure that was introduced in the House Health and Welfare Committee this morning.<\/p>\n<p>Sponsored by freshman Rep. Luke Malek (R-Coeur d&#8217;Alene), that bill would increase the Legislature&#8217;s oversight of a state-based exchange.\u00a0<!--more--> Among other things, the &#8220;trailer&#8221; bill would add two non-voting members to the board that oversees the exchange, one House member and one Senate member, to be appointed by the leaders of both chambers.<\/p>\n<p>It would also require that board meetings be public and televised or live-streamed, and mandate that the board report policy and fee changes to relevant Idaho House and Senate committees.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Sixteen Republican House members, all of them freshmen, this morning announced their support for a bill to create a state-based health insurance exchange.
