C.L. &#8220;Butch&#8221; Otter&#8217;s <a title=\"Gov. Otter\u2019s State Of The State Speech Sets His Agenda For Idaho Legislature\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/01\/07\/gov-otters-state-of-the-state-speech-sets-his-agenda-for-idaho-legislature\/\" target=\"_blank\">revenue estimate<\/a>.<\/p>\n<p>Gov. Otter unveiled his <a title=\"Gov. Otter\u2019s State Of The State Speech Sets His Agenda For Idaho Legislature\" href=\"http:\/\/stateimpact.npr.org\/idaho\/2013\/01\/07\/gov-otters-state-of-the-state-speech-sets-his-agenda-for-idaho-legislature\/\" target=\"_blank\">annual budget plan Monday<\/a>.\u00a0 It assumes state revenue will increase 5.3 percent in fiscal year 2014 over fiscal year 2013. The budget proposal would spend $84 million more in general fund money next year compared to the current budget year.<\/p>\n<p>Senate President Pro-Tem Brent Hill made the motion to approve the governor&#8217;s forecast, with the caveat that lawmakers have discretion to change that number if state tax projections begin to falter. House Speaker Scott Bedke agreed.<\/p>\n<p>&#8220;At this point in time, I don\u2019t see anything wrong with the governor\u2019s more optimistic number,&#8221; Bedke said<em><\/em>. Still, he added, he sees no problem with the Legislature adjusting that estimate as the session unfolds, and as tax collections peak later this year.<!--more--><\/p>\n<p>Fourteen committee members voted yes<strong>. <\/strong>The four &#8220;no&#8221; votes came from Sen. John Goedde (R-Coeur d&#8217;Alene), Sen. Curt McKenzie (R-Nampa), Rep. Frank Henderson (R-Post Falls), and Rep. Stephen Hartgen (R-Twin Falls).<\/p>\n<p>Rep. Hartgen told committee members the governor&#8217;s revenue forecast is &#8220;very, very aggressive.&#8221;<\/p>\n<p>The recommendation from <a title=\"Your Guide to the Economic Outlook and Revenue Assessment Committee\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/eorac\/\" target=\"_blank\">EORAC<\/a> now heads to the Legislature&#8217;s <a title=\"Your Guide to JFAC (Joint Finance Appropriations Committee)\" href=\"http:\/\/stateimpact.npr.org\/idaho\/topic\/jfac\/\" target=\"_blank\">main budget committee<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Lawmakers on the Economic Outlook and Revenue Assessment Committee (EORAC) have agreed to move the state budget process forward with a vote of confidence in Gov.
